Recommendation:
Based on the findings below, the Department of Procurement ("Procurement") hereby requests
approval to negotiate with the highest ranked, responsive and responsible Proposer, USI
insurance Services LLC ("USP'), to provide employee benefit consulting services.
Background:
On February 8, 2017, Procurement issued Request for Proposals ("RFP") No. 678384, under full
and open competition, on behalf of the Risk Management Department ("Risk"), to obtain proposals
from experienced, qualified firms to provide employee benefit consulting services. Proposers were
required to meet all of the minimum qualification requirements established in the RFP, in order to
be deemed qualified to provide the services. Four (4) proposals were received in response to the
RFP. All Proposers were deemed responsive.
The Evaluation Committee ("Committee") met on May 12, 2017, and has completed the review
and evaluation of proposals, following the guidelines published in the RFP. The final scores are
as follows:
The Committee decided not to hold oral presentations.
Due diligence was conducted to determine responsibility, including verifying corporate status.
There were no performance or compiiance issues, and no adverse finding related to USI's
responsibility. Prior to negotiations, Procurement will further review the proposal submitted by the
recommended Proposer.

Recommendation to Negotiate a Contract for Employee Benefit Consulting Services
Negotiations:
The Committee recommends that the City enter into negotiations with USI, the highest ranked
responsive and responsible Proposer. This negotiation process will continue until an agreement,
acceptable to the City, has been reached.
The following individuals will participate in the negotiations:

Consensus Statement:
The Committee recommends USI for the following primary reasons: 1) USI has the necessary
qualificatiers, relevant experience, and technical capacity required to provide the services
requested within the RFP, at the level required by the City; 2) The firm's key personnel have an
extensive track record of successfully providing benefits consulting, and related services to
governmental entities similar in size to the City; 3) The firm presented the most comprehensive
proposal, which included a detailed plan of action; and 4) USI's "Benefit Resource Center", which
is a toll-free information hotline, will serve as a one-stop hub, offering information and assistance
to City employees.
Although USI's proposed pricing was higher than two (2) of the other firms' proposed prices, the
pricing is within industry standards, and will be negotiated in the best interest of the City.
Copies of the score sheets for each committee member are attached, as well as the composite
score sheet.
