Alfonso, City Manager DATE: July 27, 2017 FROM: Milton Vickers, Senior Advisor SUBJECT: $50,000 from District 1 and $10,000 to the City Manager on behalf from The Mayor's Anti -Poverty funds to of Commissioner Gort and the Mayor Assistance to the Elderly, Inc. BACKGROUND The City of Miami ("City") created the Anti -Poverty hiitiative to address poverty and focus on providing support to its residents. Assistance to the Elderly, Inc. (the organization) is a not for profit organization that strives to provide seniors in need specialized care in an environment that will ensure their quality of life. The organization preserves a specialized designed environment that will include dining room, resident rooms and bathrooms, social space, and secured for safety. The organization has years of experience in affordable housing for low income residents and the capacity for sustainability for this service. The funds requested for allocation will be utilized toward the improvement of two Dementia/Memory Care Units. Each unit will serve 30 clients with Dementia/Alzheimer's disease for a total of 60 clients. All 60 clients will be low to moderate income elderly residents. As they are familiar with the needs of the community and requirements imposed by the City, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the organization will allow more seniors to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four-fifths vote is respectfully requested.
