HomeMy WebLinkAboutR-18-0190City of Miami 1 i.RR cl Legislation alldl 1 l + Resolution: R-18-0190 File Number: 4100 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 5/10/2018 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), SUPPORTING THE EFFORTS TO BRING THE FORMULA 1 RACING CIRCUIT TO THE CITY OF MIAMI FOR THE FORMULA 1 MIAMI GRAND PRIX FROM 2019 TO 2028, AND DIRECT THE CITY MANAGER TO FORMALIZE THE NECESSARY CONTRACTUAL AGREEMENT BETWEEN THE CITY OF MIAMI AND FORMULA ONE WORLD CHAMPIONSHIP LIMITED; ALSO DIRECTING THAT THE CITY MANAGER NEGOTIATE WITH, AMONG OTHER ENTITIES AND AGENCIES, MIAMI-DADE COUNTY, THE FLORIDA DEPARTMENT OF TRANSPORTATION, THE BAYFRONT PARK MANAGEMENT TRUST, PORTMIAMI AND THE CITY OF MIAMI EMPLOYEE UNION REPRESENTATIVES; FURTHER DIRECTING THE CITY MANAGER TO NEGOTIATE THE INVOLVEMENT OF MICHAEL GARDNER, AS AN AFFILIATED PROMOTER FOR THE EVENT. SPONSOR(S): Mayor Francis Suarez, Commissioner Wifredo Gort, Commissioner Joe Carollo, Commissioner Manolo Reyes WHEREAS, the Federation Internationale de I'Automobile ("FIA") Formula One World Championship ("F1") is the pinnacle of motorsport, showcasing high speed, open -wheeled racing since 1950 for the FIA; and WHEREAS, F1 is one of the most popular sports in the world with over 500 million fans globally, hosting twenty-one (21) races across five (5) continents, in locations from Australia to Shanghai to Monaco to Abu Dhabi; and WHEREAS, F1 races are broadcast live in over 200 territories worldwide, with a cumulative audience of 1.8 billion TV viewers each season; and WHEREAS, F1 has approximately 15 million followers on social media and during the 2017 season was the fastest growing sports brand on social media, generating in excess of 375 million impressions per race; and WHEREAS, F1 delivers significant economic benefit to its host locations; the Formula 1 United States Grand Prix at the Circuit of the Americas delivered $2.8 billion of total economic benefit to the Austin, Texas metro area between 2012 and 2015; and WHEREAS, Formula 1 generates a material uplift in tourism activity and in 2017, on average over 200,000 people attended each Formula 1 Grand Prix race weekend, including a large number of international visitors; and WHEREAS, F1 provides host locations with significant global exposure and media value; and WHEREAS, F1 seeks to bring F1 racing, in particular the Formula 1 Miami Grand Prix ("Event"), to the City of Miami ("City') for ten (10) years, from 2019 through 2028, with the first City of Miami Page 1 of 3 File ID: 4100 (Revision: A) Printed On: 8/28/2018 File ID: 4100 Enactment Number: R-18-0190 Event taking place in October 2019; a Summary of Hosting Terms are attached and incorporated as Attachment "A"; and WHEREAS, F1 is also negotiating with, among other entities, Miami -Dade County, the Florida Department of Transportation ("FDOT"), the Bayfront Park Management Trust, and PortMiami; and WHEREAS, the City Manager will negotiate with, among other entities and agencies, Miami -Dade County, FDOT, the Bayfront Park Management Trust, PortMiami, and the City of Miami ("City") Employee Union Representatives; and WHEREAS, the City Manager is further directed to negotiate the involvement of Michael Gardner, as an affiliated promoter of the Event; and WHEREAS, although each race requires certain specialized trades, the Event will provide the City with year round and race week employment, as well as volunteer opportunities, to provide racing enthusiasts with not only the racing event they have come to expect, but the opportunity to share in the experience; and WHEREAS, F1 also intends to host a fan festival for the Event, with each race season designed to draw in tourism, as well as local visitors to enjoy the F1 open -wheel racing opportunity; and WHEREAS, hosting an F1 race provides a global platform to demonstrate the talent of the local community and to promote the City's facilities; and WHEREAS, the City has a rich history of hosting races in downtown Miami, with this Event tracking Biscayne Boulevard and Port Miami, providing for minimal road closures and racing sessions that customarily last approximately one and a half hours each; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby supports the efforts to bring FIA Formula One World Championship racing to the City of Miami for ten (10) years, from 2019 through 2028, with the first Formula 1 Miami Grand Prix taking place in October, 2019. Section 3. The City Commission further directs the City Manager to continue to work to formalize the Host City Agreement ("Agreement") between the City of Miami and Formula One World Championship Limited and to finalize the Agreement no later than July 1, 2018. Section 4. The City Manager is further directed to negotiate with, among other entities and agencies, Miami -Dade County, FDOT, the Bayfront Park Management Trust, PortMiami, and the City of Miami ("City") Employee Union Representatives. Section 5. the City Manager is further directed to negotiate the involvement of Michael Gardner, as an affiliated promoter of the Event. The Agreement shall be brought back before the City Commission for final approval as a four-fiths (4/5ths) waiver approval. Section 7. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'
