HomeMy WebLinkAboutR-17-0345opCity of Miami 1 i.RR cl Legislation alldl 1 l + Resolution R-17-0345 File Number: 2670 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 7/13/2017 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), DIRECTING THE CITY ADMINISTRATION TO NEGOTIATE AND EXECUTE AN INTERLOCAL AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH MIAMI-DADE COUNTY BASED UPON A TRAFFIC AND SPEED REDUCTION STUDY CONDUCTED BY KIMLEY-HORN AND ASSOCIATES, INC. ("STUDY') IN ORDER TO EFFECTUATE THE REDUCTION OF SPEED LIMITS TO TWENTY (20) OR TWENTY-FIVE (25) MILES PER HOUR ON A NEIGHBORHOOD SPECIFIC BASIS, AS MORE PARTICULARLY DESCRIBED IN THE STUDY, ATTACHED AND INCORPORATED; DIRECTING THAT ANY FUNDING FOR ANY ASSOCIATED COSTS WITH IMPLEMENTING THE INTERLOCAL AGREEMENT BE APPROPRIATED BY SEPARATE RESOLUTION. WHEREAS, the City of Miami ("City") has long experienced traffic congestion concerns, a symptom of which is higher speed vehicles using low density residential neighborhoods to avoid the more congested thoroughfares; and WHEREAS, the City retained Kimley-Horn and Associates, Inc. to conduct a comprehensive traffic study, attached and incorporated, to analyze potential speed limit reduction implementations ("Study"); and WHEREAS, pursuant to Resolution No. 16-0560 adopted by the City Commission on November 17, 2016, a twenty-five (25) miles per hour ("MPH") speed limit on streets in low density residentially zoned neighborhoods was authorized; and WHEREAS, on December 8, 2016, the City Commission adopted Resolution No. 16- 0620 directing the City Manager to request the necessary authorizations from Miami -Dade County in order to lower the posted speed limit to twenty (20) MPH; and WHEREAS, the City desires to enter into a necessary interlocal agreement ("Agreement") with Miami -Dade County ("County") in order to effectuate certain speed limit reductions in specific neighborhoods within the City based upon the Study; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 3. Funds for any associated costs with implementing the Agreement are to be appropriated by separate resolution. Section 4.
