Subject: Approve Extension of Pilot Program - Disabled Veterans
Purpose of Item:
To provide the Miami City Commission, a report on the Local Disabled Veteran's Local
Workforce Pilot Program ("Pilot Program"), and respectfully request that the Miami City
Commission adopt the attached resolution for a two (2) year extension of the Pilot
Program effective September 1, 2017 through August 31, 2019.
Background of Item:
The U.S. Bureau of Labor Statistics reported in March 2017, the unemployment rate for
veterans who served on active duty in the U.S. Armed Forces at any time since
September 2001--a group referred to as Gulf War -era 11 veterans --edged down to 5.1
percent in 2016. The jobless rate for all veterans also edged down over the year to 4.3
percent. About 36 percent of Gulf War -era 11 veterans had a service -connected disability
in August 2016, compared with 22 percent of all veterans.

In August 2016, a supplement to the Current Population Survey collected additional
information about veterans on topics such as service -connected disability and veterans'
current or past Reserve or National Guard membership.
Highlights from the 2016 data:
--The unemployment rate for male veterans overall was not statistically different from
the rate for female veterans in 2016. The unemployment rate for male veterans (4.2
percent) edged down over the year, and the rate for female veterans (5.0 percent)
changed little.
--Among the 453,000 unemployed veterans in 2016, 60 percent were age 45 and over,
36 percent were age 25 to 44, and 4 percent were age 18 to 24.
--Veterans with a service -connected disability had an unemployment rate of 4.8 percent
in August 2016, about the same as veterans with no disability (4.7 percent).
--Nearly 1 in 3 employed veterans with a service -connected disability worked in the
public sector in August 2016, compared with about 1 in 5 veterans with no disability.
Florida has the third largest population of veterans in the nation, with 1,652,000
veterans. Of these veterans, 235,000 are disabled and 33,892 reside in the greater

On July 23, 2015, the Miami City Commission, through Resolution R-15-0334, approved
a Local Disabled Veteran's Workforce Pilot Program ("Pilot Program") for a period of
twelve (12) months. The Pilot Program commenced with the award of the janitorial
services contract, which included a minimum Local Disabled Veteran's workforce
participation requirement of five percent (5%). Both firms that were awarded the City's
contract, Carlos Rosario Cleaning Services Corporation (Rosario), and Able Business
Services, Inc. (Able) have made a concerted effort to obtain and retain disabled
veterans as required by the Pilot Program. The firms have diligently worked with Mr.
Antonio Colmenares, from the Veteran Services/Homeless Veterans Task Force, to
identify potential candidates for hiring. A total of six (6) veterans [five (5) for Able, and
one (1) for Rosario], were hired by the firms. Currently, three (3) of the six (6) veterans
are still employed by the firms, Able is constantly recruiting for veterans, but due to a
comparable janitorial services contract awarded by Miami -Dade County (County) to
Able, many of these veterans seek employment through the County's contract instead
of the City's Contract. The County's contract also has a Living Wage requirement, which
allows for a yearly increase in the hourly rate every October.
The Pilot Program is an excellent opportunity for the City to give back to those who
have served our country, and with time, will prove to be an exceptional program for the
City. With the re -instatement of the City's Living Wage ordinance effective January 1,
2017, which provides a minimum wage of $13.19 per hour with health benefits, and
$15.00 per hour without health benefits, this will help in retaining the veterans on future
contracts moving forward, since the hourly pay rate has been the main issue the firms
encountered when retaining the veterans. It is recommended that the Pilot Program be
extended for a period of two (2) years, effective September 1, 2017 through August 31,
2019.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING A TWO (2) YEAR EXTENSION OF THE LOCAL DISABLED VETERANS'
WORKFORCE PILOT PROGRAM, AS SPECIFIED IN "EXHIBIT A (REVISED),"
ATTACHED AND INCORPORATED, EFFECTIVE SEPTEMBER 1, 2017 THROUGH
AUGUST 31, 2019, TO PROVIDE AN OPPORTUNITY FOR DISABLED VETERANS
TO BE EMPLOYED THROUGH CITY OF MIAMI CONTRACTS TO PERFORM
SERVICES THROUGH THE ESTABLISHMENT OF A WORKFORCE MINIMUM
PERCENTAGE GOAL REQUIREMENT FOR THE HIRING OF LOCAL DISABLED
VETERANS.
WHEREAS, the City of Miami ("City") is dedicated to helping veterans at risk of
homelessness secure and maintain employment leading to increased residential and personal
stability; and
WHEREAS, the City's goal is to afford disabled veterans the opportunity to return to
healthy, productive lifestyles within their own communities; and
WHEREAS, on July 23, 2015, the City Commission adopted Resolution No. 15-0334
approving a Local Disabled Veterans' Workforce Pilot Program ("Pilot Program") for a period of
twelve (12) months; and
WHEREAS, the Pilot Program commenced with the award of the janitorial services
contract, which included a minimum Local Disabled Veterans' workforce participation
requirement of five percent (5%) and both firms that were awarded the City's contract, Carlos
Rosario Cleaning Services Corporation and Able Business Services, Inc., have made a
concerted effort to obtain and retain disabled veterans as required by the solicitation; and
WHEREAS, the State of Florida has the third (3rd) largest population of veterans in the
nation, with 1,652,000 veterans, of which 235,000 are disabled and 33,892 reside in the greater
Miami area; and
WHEREAS, the goal of the Pilot Program is to promote the employment of local disabled
veterans, specifically veterans with barriers to employment; and
WHEREAS, the Procurement Department works closely with stakeholders to ascertain
the skill sets and areas of expertise of unemployed Local Disabled Veterans residing within the
City in order to identify opportunities within specific City contracts to include a Local Disabled
Veterans' Workforce minimum participation percentage goal; and
WHEREAS, the Pilot Program has been successful and should be extended beyond the
initial twelve (12) month period; and
WHEREAS, the Pilot Program will be extended for a period of two (2) years, and upon
the conclusion of the two (2) year period, the Pilot Program will be evaluated to determine its
functionality and success level and a report of the Pilot Program evaluation shall be submitted to
the City Commission; and
WHEREAS, if the Pilot Program is successful, a recommendation will be brought for City
Commission approval to further develop the Local Disabled Veterans' Workforce Program and
recommend that it be codified;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Pilot Program, as specified in "Exhibit A (Revised)," attached and
incorporated, is extended for a period of two (2) years, effective September 1, 2017 through
August 31, 2019.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

' If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
