HomeMy WebLinkAboutR-17-0308opCity of Miami 1 i.RR cl Legislation alldl 1 l + Resolution R-17-0308 File Number: 2348 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 6/22/2017 A RESOLUTION OF THE MIAMI CITY COMMISSION APPROVING EIGHTEEN (18) SCHOLARSHIPS TO ATTEND AN EDUCATIONAL INSTITUTION OR TO OBTAIN A COMMERCIAL DRIVER'S LICENSE, IN AN AMOUNT NOT TO EXCEED $3,000.00 PER SCHOLARSHIP, FOR THE FOLLOWING ELIGIBLE APPLICANTS: TOCARA TAYLOR, BO HANKS, JAMESE BROWN, ANDREW QUINTANA, JADE GARCIA, KHALIL LEWIS, SIDNESHA HOLLAND, MARCHAE GLENN, FRANK ROBINSON, ALEX BLANDON, ROBERTO BERNAL, DEVELL KING, IFOXA PREDESTIN JR., ANTHONY RUTLEDGE, ZANDRAS SPIVEY JR., JOE SIMMONS JR., ADRIEL JONES, LEON LEONARD JR.; AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO DISBURSE EACH SCHOLARSHIP UPON FULFILLMENT BY THE APPLICANT OF THE APPLICABLE PREREQUISITES INCLUDING, BUT NOT LIMITED TO, THE PRESENTATION OF SATISFACTORY DOCUMENTATION FROM THE EDUCATIONAL INSTITUTION OR VOCATIONAL PROGRAM; FURTHER AUTHORIZING THE EXECUTION OF ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO THE CITY MANAGER, OR DESIGNEE, AND THE CITY ATTORNEY; ALLOCATING FUNDS FROM THE SPECIAL REVENUE FUND ENTITLED, "SOLID WASTE RECYCLING EDUCATIONAL TRUST FUND", ACCOUNT CODE NO.13100.212000.549000.0000.00000. WHEREAS, pursuant to Ordinance No. 10654, adopted October 12, 1989, the City Commission established an educational trust fund, as codified in Section 22-15 of the Code of the City of Miami, Florida, as amended ("City Code"), entitled "Educational trust fund established from recycling program for scholarships to children of certain City employees, conditions for implementation"; and WHEREAS, pursuant to this educational trust fund having been established from certain monies received by the City of Miami ("City") from the recycling program upon the accumulation of interest from the recycling program funds, as prescribed by Section 22-15 of the City Code, a scholarship award may be made for an amount not to exceed $3,000.00 annually, to eligible, qualified employees of the City's Department of Solid Waste ("Department"), or the children or legal dependents of said employees, based upon a recommendation from the Department Director, which is based on the applicable criteria in the ordinance and documents promulgated therein; and WHEREAS, pursuant to Ordinance No. 13330, adopted July 26, 2012, the City Commission approved and further amended Section 22-15 of the City Code, to pay up to fifteen (15) scholarships to educational institutions for Department employees to attend educational programs, or for commercial driver's license certification, in addition to fifteen (15) scholarships to college level educational institutions for the children or legal dependents of Department employees, for an award amount not to exceed $3,000.00 annually per awardee; and WHEREAS, Tocara Taylor, Bo Hanks, Jamese Brown, Andrew Quintana, Jade Garcia, Khalil Lewis, Sidnesha Holland, Marchae Glenn, Frank Robinson, Alex Blandon, Roberto Bernal, Devell King, Ifoxa Predestin Jr., Anthony Rutledge, Zandras Spivey Jr., Joe Simmons City of Miami Page 1 of 3 File ID: 2348 (Revision:) Printed On: 11/2/2017 File ID: 2348 Enactment Number: R-17-0308 Jr., Adriel Jones, Leon Leonard Jr., are recommended by the Department Director, and by the Solid Waste Recycling Educational Scholarship Selection Committee ("Selection Committee"), as eligible recipients of these scholarship funds; and WHEREAS, pursuant to Section 22-15 of the City Code, a total of thirty (30) annual scholarships are able to be awarded for an amount not to exceed $3,000.00 annually each; and WHEREAS, the Department Director and the Selection Committee recommend the award of eighteen (18) scholarships to eight (8) children or legal dependents of Department employees to attend a college level educational institution and to ten (10) Department employees to attend an educational program or obtain a commercial driver's license certification, for a total amount not to exceed $42,000.00; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. Eighteen (18) scholarships, for a total amount not to exceed $42,000.00, are approved, as the amount for the current Solid Waste Recycling Program Scholarship for the 2016-2017 Fiscal Year, for each of the following: City Employee Amount J Children or Legal Dependent Amount Robinson, Frank 1,500.00 Taylor, Tocara 3,000.00 Blandon, Alex 1,500.00 Hanks, Bo 3,000.00 Bernal, Roberto 1,500.00 Brown, Jamese 3,000.00 King, Devell 1,500.00 Quintana, Andrew 3,000.00 Predestin Jr., Ifoxa 1,500.00 Garcia, Jade 3,000.00 Rutledge, Anthony 1,500.00 Lewis, Khalil 3,000.00 Spivey Jr., Zandras 1,500.00 Holland, Sidnesha 3,000.00 Leonard Jr., Leon 1,500.00 Glenn, Marchae 3,000.00 Simmons Jr., Joe 3,000.00 Jones, Adriel 3,000.00 Total 18,000.00 24,000.00 Section 3. The recommendation of the Department Director and the work of the Selection Committee are acknowledged. Section 4. The City Manager, or designee, is authorized' to disburse each of these sixteen (16) scholarships upon fulfillment by the applicant of the applicable prerequisites including, but not limited to, the presentation of satisfactory documentation from the educational institution or vocational program. ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney including but not limited to those prescribed by applicable City Charter and City Code provisions. The City Manager, or designee, is authorized' to execute all documents necessary for said purpose, in a form acceptable to the City Manager, or designee, and the City Attorney. Section 6. Funds for said scholarships are to be allocated from Special Revenue Fund entitled, "Solid Waste Recycling Educational Trust Fund", Account Code No. 13100.212000.549000.0000.00000. Section 7.
