Background of Item: The Housing Opportunities for Persons with AIDS ("HOPWA") Program was created under the AIDS Housing Opportunity Act and revised under the Housing and Community Development Act of 1992. The HOPWA program is requiring recipients to document health outcomes by showing the health benefits housing assistance has, on current HOPWA Long Term Rental Assistance (LTRA) recipients. Many of these recipients are part of the Ryan White Part A program which is funded by the U.S. Department of Health and Human Services and managed by Miami Dade County. To make the correlation between stable housing and health, the City HOPWA program must access client's health data which the Ryan White program already has and is willing to share with the City. The Data Sharing agreement's purpose is to comply with the requirement of the Health Insurance Portability and Accountability, Act of 1996 ("HIPPA"). The City Administration recommends the execution of the Data Sharing Agreement with Miami Dade County to comply with the requirement of the "HIPPA", Act of 1996.
