Alfonso, City Manager FROM: Milton Vickers, Senior Advisor to the City Manager BACKGROUND DATE: May 2, 2017 SUBJECT: $10,000 from the Office of Community Investment on behalf of the City Manager to Big Brothers Big Sisters The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support to its residents. Big Brothers Big Sisters Miami's (BBBSM) Bigs in Blue program provides a special time when at - risk children in Miami can have a positive engagement with police in schools or in the community.The Bigs in Blue program currently has 45 at -risk youth ("Littles") who are matched at over 10 different elementary schools with a police officer ("Big") for a one-hour one-to-one mentoring session each week. In addition, BBBSM will engage Bigs and their Littles through complementary program activities that include workshops focused on themes such as Conflict Resolution and Trust Building and are conducted at the Carnival Center for Excellence. Based on their signature one-to-one mentoring model, Bigs in Blue promotes regular interaction with our community's day-to-day heroes which positively influences the behavior of the Littles to build a strong, trusting relationship, helping him or her become a rising star. As they are familiar with the needs of the community and requirements imposed by the City, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the organization will allow more youth to obtain these services immediately, with no added time for the procurement process, which could take over 3040 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four-fifths vote is respectfully requested.
