Alfonso, City Manager DATE: May 25, 2017 FROM: Milton Vickers, Senior Advisor SUBJECT: $75,000 to Big Brothers Big Sisters of Miami, Inc. regarding the Sumner Leadership Institute Program BACKGROUND Big Brothers Big Sisters of Miami, Inc, ("the organization") is a premier mentoring organization in South Florida. The organization seeks to strengthen, develop, and secure our future leaders by matching the rising stars in our community with committed mentors who provide their time and talents to guiding them towards becoming productive citizens. The Summer Leadership Institute Program will provide a 6 -week Sununer Leadership Institute program for up to 20 mentees ("Littles") currently matched with their workplace mentors (`Gigs") at the City of Miami, Miami Riverside Center (MRC). Little Interns will receive a summer stipend totaling $1,811 (based on the current minimum wage salary of $8.10/hr). 'T'hey will work an 8 -hour day with a 30 -minute lunch break for which they will receive a daily voucher (valued at $10). Each week, we will engage the Little Interns in Career Explorations focused on different themes such as Personal Growth, Building Resiliency, Leadership Development, Career Awareness, Academic Success, and Community Involvement. The goal is to help at -risk youth break the cycle of poverty and violence by helping them to explore career pathways. As they are familiar with the needs of the community and requirements imposed by the City, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the organization will allow more youth to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RE' COMMENDATION In Iight of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set fbilh in the City Code of Ordinances, as amended, specifically Section' 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four-fifths vote is respectfully requested.
