HomeMy WebLinkAboutR-17-0238opCity of Miami 1 i.RR cl Legislation alldl 1 l + Resolution R-17-0238 File Number: 2266 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 5/11/2017 A RESOLUTION OF THE MIAMI CITY COMMISSION SUPPORTING THE IMPLEMENTATION OF ACTIVE DESIGN MIAMI: DESIGN AND POLICY STRATEGIES FOR HEALTHIER COMMUNITIES ("ACTIVE DESIGN MIAMI") AS DEVELOPED BY THE MIAMI CENTER FOR ARCHITECTURE AND DESIGN; FURTHER DIRECTING THE CITY MANAGER TO INCORPORATE ACTIVE DESIGN MIAMI STRATEGIES INTO PLANNING FUNCTIONS, WHEREVER POSSIBLE. WHEREAS, today's global epidemic of chronic diseases is driven by a range of factors including the powerful impact of the environment; and WHEREAS, the Centers for Disease Control and Prevention ("CDC") recommends that communities focus on supporting healthy eating and active living in a variety of settings to reverse negative health trends; and WHEREAS, residents of Miami -Dade County ("County") are experiencing many common health concerns, including rising obesity, chronic disease rates, high rates of depression, and other mental health issues; and WHEREAS, planners, architects, and public health professionals, working collaboratively, have an essential role in addressing the rapidly growing epidemics of chronic diseases, especially in light of mounting scientific evidence demonstrating the impact of environmental design on physical activity and healthy eating; and WHEREAS, the concept of Active Design is an approach to shaping communities that leverages evidence -based urban design and architecture solutions to improve public health by influencing day-to-day behavior that directly impact community well-being; and WHEREAS, the Florida Department of Health was awarded a grant by the CDC and the Florida Department of Health contracted the Miami Center for Architecture & Design ("MCAD"), a 501(c)(3) organization, in October 2015, to create Active Design strategies for use by the County and municipalities; and WHEREAS, after a year-long collaborative, open process which included the County and twenty (20) local municipalities, Active Design Miami: Design & Policy Strategies for Healthier Communities ("Active Design Miami") was developed and includes strategies suited to the County's context and needs; and WHEREAS, Active Design Miami provides architects, planners, urban designers, and governments with a manual of strategies for creating healthier buildings, streets, and urban spaces, based on the latest academic research and best practices in the field; and WHEREAS, the City of Miami ("City") has demonstrated its commitment to creating a healthy and active City through the Miami 21 Code, the Zoning Ordinance of the City of Miami, City of Miami Page 1 of 2 File ID: 2266 (Revision:) Printed On: 9/18/2017 File ID: 2266 Enactment Number: R-17-0238 Florida, as amended, the stated purpose of which is to promote the public health and encourage walkability and bicycling through improved thoroughfare connectedness; and WHEREAS, the City has further demonstrated its commitment to creating a healthy and active City through the Department of Parks and Recreation's work to improve the health, preservation, and public appreciation of Miami's Urban Forests, work that was recognized by the 2016 Friends of our Urban Forest Awards Program by the Florida Urban Forestry Council, for Outstanding Urban Forestry Program; and WHEREAS, the City has further demonstrated its commitment to creating a healthy and active City through iPlay Miami Streets, by transforming dead-end streets in each district into vibrant and safe play zones closed to vehicle traffic; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City supports the implementation of Active Design Miami as developed by MCAD. Section 3. The City Manager is directed to incorporate Active Design Miami strategies into planning functions, wherever possible. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'
