ABUSE OF ALLEGED LESBIAN, GAY, BISEXUAL, AND TRANSGENDER ("LGBTQ")
PERSONS IN THE CHECHEN REPUBLIC AND URGING PRESIDENT DONALD J. TRUMP'S
ADMINISTRATION AND THE UNITED STATES SECRETARY OF STATE TO TAKE
IMMEDIATE DIPLOMATIC ACTION TO DEMAND THE HALTING OF ABDUCTIONS,
DETENTIONS, BEATINGS, AND KILLINGS OF MEN PERCEIVED TO BE GAY, BISEXUAL,
OR TRANSGENDER IN THE CHECHEN REPUBLIC; DIRECTING THE CITY CLERK TO
TRANSMIT A COPY OF THIS RESOLUTION TO PRESIDENT DONALD J. TRUMP AND THE
UNITED STATES SECRETARY OF STATE.

A RESOLUTION OF THE MIAMI CITY COMMISSION CONDEMNING THE
REPORTED ABUSE OF ALLEGED LESBIAN, GAY, BISEXUAL, AND
TRANSGENDER ("LGBTQ") PERSONS IN THE CHECHEN REPUBLIC AND URGING
PRESIDENT DONALD J. TRUMP'S ADMINISTRATION AND THE UNITED STATES
SECRETARY OF STATE TO TAKE IMMEDIATE DIPLOMATIC ACTION TO DEMAND
THE HALTING OF ABDUCTIONS, DETENTIONS, BEATINGS, AND KILLINGS OF
MEN PERCEIVED TO BE GAY, BISEXUAL, OR TRANSGENDER IN THE CHECHEN
REPUBLIC; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS
RESOLUTION TO PRESIDENT DONALD J. TRUMP AND THE UNITED STATES
SECRETARY OF STATE.
WHEREAS, since March 2017, reports have emerged from the Chechen Republic of
abductions of men perceived to be gay, bisexual, or transgender carried out by local militia and
local security forces and followed by arbitrary detention, violence, torture, and other ill-treatment
of these men; and
WHEREAS, there are reported cases of killings based on perceived LGBTQ status that
include unprosecuted murders by family members, which are now being labeled as "honour
killings"; and
WHEREAS, it has been reported that the detained men are subjected to physical and
verbal abuse and tortured with methods including electric shocks, beatings, insults, and
humiliations; and
WHEREAS, the detained men are forced to give contact details of other LGBTQ people
under threat of disclosing the detainee's sexual orientation status to their family and community
— a move which could put others at risk of "honour killings";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission condemns the reported abuse of alleged
LGBTQ persons in the Chechen Republic and urges President Donald J. Trump's administration
and the United States Secretary of State to take immediate diplomatic action to halt the
abductions, detentions, beatings, and killings of people perceived to be LGBTQ in the Chechen
Republic.
Section 3. The City Clerk is directed to transmit a copy of this Resolution to President
Donald J. Trump and United States Secretary of State Rex W. Tillerson.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
