HomeMy WebLinkAboutMarket ResearchMARKET RESEARCH Contract No.: 16-17-020 Current Term: N/A Expiration Date: Title: Furnish 1 Install Exhaust Removal System at Recommendation: Fire Station 12 ® Sole Source Contract ❑ Solicit Competition Procurement Contracting Officer: ❑ Access Contract Charles Johnson ❑ Other Background: The Department of Fire Rescue (Fire) is seeking to install an Airhawk Exhaust Removal System ("Airhawk") at Fire Station 12. Through Invitation for Bid ("1FB") 371334, Fire purchased ten (10) Airhawks, which were installed within Fire Stations 1 through 10. Although the IFB was not restricted to any one manufacturer or vendor, the only response received was from Garrison Mechanical Service Corporation d/b/a Garrison Mechanical ("Garrison"). Garrison is the only vendor authorized to install or service "Airhawk" systems within southeastern Florida. The installation of an Airhawk will make the system at Fire Station 12 consistent with those found within Fire Stations 1 through 10. Fire is in the process of establishing a 3 -year maintenance/repair agreement for the systems within Fire Stations 1 through 10, and would like to include the upcoming system at Fire Station 12 within that agreement. This would eliminate the need to establish a stand-alone agreement for Fire Station 12, and allow Fire to take advantage of the economies of scale afforded by an agreement covering all 11 of its exhaust removal systems containing compatible equipment, rather than two agreements; one covering ten (10) systems, and the other covering one (1) system, wholly incompatible with the others. Research Conducted: The market research conducted in relation to this issue included internet searches, direct communication with the equipment manufacturer and outreach to Miami -Dade County's Fire Rescue Dept. Airhawk is manufactured in Cincinnati, OH by MagneGrip Group. They are sold through a three -tiered distribution system, through Rossman Enterprises, Inc. d/b/a Clean Air Concepts, which is the regional distributor and finally, Garrison which is the only authorized dealer that serves southeastern Florida. There is one other authorized retailer / installer within the State of Florida, McDonald Air & Sheet Metal, Inc., but, this vendor's activities are restricted to the north and central Florida areas. MagneGrip indicated that vendors from Georgia, Alabama and other states cannot be used for this purchase because of Florida's licensing requirements, which are different from those within other states. Recommendation: Procurement recommends the approval of Fire's request to purchase this system as a sole source. This purchase will allow Fire to protect the firefighters within Fire Station 12 from harmful vehicle exhaust, while maintaining compatibility and consistency with the systems that havoeen installed within the other stations.
