TO NEGOTIATE AND EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH THE BISCAYNE BAY KIWANIS CLUB ESTABLISHING AND
IMPLEMENTING A CIVIC INTERNSHIP PROGRAM FOR 5TH AND 6TH GRADE STUDENTS
FOR THE PURPOSE OF INTRODUCING STUDENTS TO LOCAL GOVERNMENT POLICY
MAKING AND PUBLIC SERVICE, CONDITIONED UPON AUTHORIZATION FROM THE
MIAMI-DADE COUNTY PUBLIC SCHOOLS, FOR A PERIOD OF ONE (1) YEAR, WITH
OPTIONS TO RENEW FOR UP TO TWO (2) SUCCESSIVE ONE (1) YEAR PERIODS, FOR
THE PURPOSE OF IMPLEMENTING THE PROGRAM.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH THE BISCAYNE BAY KIWANIS
CLUB ESTABLISHING AND IMPLEMENTING A CIVIC INTERNSHIP PROGRAM FOR
5TH AND 6TH GRADE STUDENTS FOR THE PURPOSE OF INTRODUCING
STUDENTS TO LOCAL GOVERNMENT POLICY MAKING AND PUBLIC SERVICE,
CONDITIONED UPON AUTHORIZATION FROM THE MIAMI-DADE COUNTY PUBLIC
SCHOOLS, FOR A PERIOD OF ONE (1) YEAR, WITH OPTIONS TO RENEW FOR UP
TO TWO (2) SUCCESSIVE ONE (1) YEAR PERIODS, FOR THE PURPOSE OF
IMPLEMENTING THE PROGRAM.
WHEREAS, the District 1 Commissioner and the Board of Directors of the Biscayne Bay
Kiwanis Club ("Kiwanis") engaged in discussions for the potential launch of a joint Civic
Internship Program ("CIP") for 5t" and 6t" grade students ("Program") subject to City
Commission approval; and
WHEREAS, the Program would commence at the start of the 2017/2018 school year to
be sponsored by one (1) City Commissioner each year, on a rotating basis, starting with District
1, and would involve the participation of representatives from the Kiwanis, the Board of
Directors of the Biscayne Bay Kiwanis Club and the City of Miami ("City"); and
WHEREAS, the goal of the CIP is to host seven (7) students at City Hall for one (1) day
each month, preferably during the first commission meeting of September, October, January,
February, March, April, and May; and
WHEREAS, Kiwanis shall provide the City with proof of permission granted to it by
Miami -Dade County Public Schools ("MDCPS"), the participating school, and any waivers
executed by the parents of the student participants to transport the selected students to City
Hall for the CIP with lunch provided by the Kiwanis, for one (1) day each school month during
regular semesters; and
WHEREAS, initially, the students will be from the Frederic R. Douglass Elementary
School/Phillis Wheatley Elementary School joint school program, nominated by their Principal
and teachers for achievement and potential for community and civic service and leadership; and
WHEREAS, each nominated student will be assigned to a City Commissioner, the Mayor
and the City Manager, for a total of seven (7) students; and
WHEREAS, in December and June of each school year, a CIP Award Ceremony will be
held at City Hall, or other location to be determined, with parents, family, faculty, and press for
presentation of CIP Completion Certificates and snacks provided by Kiwanis and/or the City
including comments by the Mayor, that semester's Commissioner/Mentor, and others to be
determined by the City and Kiwanis; and
WHEREAS, it is the hope that the Program will be expanded to up to four (4) additional
schools in the coming years, and becomes a template for other municipalities in Miami -Dade
County for civic involvement, education, and responsibility of pre -Middle School aged children;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to negotiate and execute an Agreement, in a
form acceptable to the City Attorney, with Kiwanis, establishing and implementing a CIP for 51h
and 6th grade students for the purpose of introducing students to local government policy and
public service, conditioned upon authorization from MDCPS, for a period of one (1) year, with
options to renew for up to two (2) successive one (1) year periods, for the purpose of
implementing the Program.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.z

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney including but not limited to those prescribed by applicable City Charter and City Code
provisions.
Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
