A RESOLUTION OF THE MIAMI CITY COMMISSION URGING MIAMI-DADE
COUNTY, THE MIAMI-DADE COUNTY TRANSPORTATION PLANNING
ORGANIZATION, AND THE FLORIDA DEPARTMENT OF TRANSPORTATION
TO INCLUDE FIRST AND LAST MILE CONNECTIONS FOR PEDESTRIANS,
CYCLISTS, AND OTHER TRANSPORTATION MODES IN ALL SIX (6)
PROPOSED STRATEGIC MIAMI AREA RAPID TRANSIT ("SMART") PLAN
CORRIDORS; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS
RESOLUTION TO THE OFFICIALS STATED HEREIN.
WHEREAS, on October 12, 2017, the Miami City Commission adopted Resolution No.
17-0491 in support of the Miami -Dade County Strategic Miami Area Plan Transit ("SMART")
Plan, which will result in a robust public transportation network throughout Miami -Dade County
("County"); and
WHEREAS, as the City of Miami ("City") continues to grow, it is essential to consider
how people using all transportation modes will be able to access the six (6) proposed SMART
Plan corridors; and
WHEREAS, the City, through Ordinance No. 13114, the Zoning Ordinance of the City of
Miami, Florida, as amended ("Miami 21 Code"), has one of the most progressive zoning
ordinances in the United States which addresses transportation issues; and
WHEREAS, the City has updated its policies to encourage more Transit Oriented
Development, increase incentives for cycling, and decrease parking requirements; and
WHEREAS, Linked and Livable Miami Week is April 9 through April 13, 2018; and
WHEREAS, the goal of Linked and Livable Miami Week is to ensure the six (6) proposed
SMART Plan corridors are connecting people safely and efficiently through first and last mile
connections, ensure the City is connected through public space for all ages, ensure the
engagement of City residents in the planning process, and address community needs as the
City grows; and
WHEREAS, thanks to a grant by the Knight Foundation that helped fund a visit by
renowned livability and walkability expert Gil Penalosa and the 8-80 Cities Foundation who
educate residents, employees, and partners of the City on best practices, Linked and Livable
Miami Week is an opportunity for the public to take action, inspire, and ensure that the City
becomes a more connected, more mobile, and more vibrant city for all; and
WHEREAS, the City is supportive of investing in infrastructure for all modes of
transportation in order for the SMART Plan to be successful;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI OF MIAMI, FLORIDA:

Section 1. The recitals are findings contained in the Preamble to this
Resolution are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City urges Miami -Dade County, the Miami -Dade County
Transportation Planning Organization, and the Florida Department of Transportation
("FDOT") to include first and last mile connections for pedestrians, cyclists, and other
transportation modes in all six (6) proposed SMART Plan Corridors.
Section 3. The City Clerk is directed to transmit a copy of this Resolution to the
Board of County Commissioners, County Mayor Carlos Gimenez, the Governing Board of
the Miami -Dade County Transportation Organization, FDOT Secretary Mike Dew, and
FDOT District Six Secretary Jim Wolfe.
Section 4. This Resolution shall become effective immediately upon its
adoption and signature of the Mayor.'

' If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
