CITY OF MIAMI, FLORIDA
INTER -OFFICE MEMORANDUM
DATE: February 2, 2017 FILE:
SUBJECT: Recommendation for Approval to
Award Bid for Bird Avenue Roadway
Improvements Project — D2 - B-30628
REFERENCES: Invitation to Bid (ITB): 15-16-029
ENCLOSURES: Bid Security List
Based on the findings below, the Department of Procurement (Procurement) hereby
recommends approval to award Invitation to Bid No. 15-16-029 to MAGGOLC, INC.
(Maggolc), the lowest responsive and responsible Bidder for Bird Avenue Roadway
Improvements Project — D2 - B-30628.
Background
On September 7, 2016, the City of Miami (City), through Procurement, issued a solicitation
under full and open competition to obtain bids from qualified firms. On November 3, 2016, the
Office of the City Clerk received four (4) bids in response to the solicitation. (see attached Bid
Security List).
Procurement has completed the review of the bids following the guidelines published in the
solicitation. The local preference ordinance is not applicable since none of the other bids
were within fifteen percent (15%) of Maggolc's bid, as required by Section 18-85(a) of the
City of Miami Code. Procurement and the Office of Capital Improvement (OCI) reviewed and
compared Maggolc's bid with the design consultant's line item construction estimates, and
determined that Maggolc's bid is responsive to ITB 15-16-029. Moreover, Procurement and
OCI negotiated and secured pre -award reductions totaling $59,968.00 from Maggolc's
original bid for a final Bid amount of $1,468,493.90, plus a ten percent (10%) contingency, for
a total contract amount not to exceed $1,615,343.29.
Based on the above findings, Procurement hereby recommends that the Project be awarded
to Maggoic. Your signature below indicates your approval of Procurement's recommendation,
