Commercial Card Agreement with JPMorgan Chase

Recommendation
Based on the findings below, the Procurement Department (Procurement) hereby recommends approval to
award Request for Proposals (RFP) Commercial Card Agreement No. 603385, to JPMorgan Chase Bank,
N.A. (JPMorgan) for Citywide Procurement Card Services.
Background
On July 11, 2016, the City of Miami (City), through Procurement, issued a solicitation for procurement card
services under full and open competition. On August 15, 2016, the Office of the City Clerk received four (4)
proposals in response to the solicitation. Accordingly, on September 22, 2016, the Evaluation Committee
met and completed the evaluation and ranking of the four (4) responsive and responsible proposals
following the stipulated guidelines in the solicitation. The proposals were evaluated in accordance with the
technical and rebate/fee criteria, and ranked by total awarded points (see enclosed Evaluation Committee
Report).
Upon the review, and subsequent approval, of the Evaluation Committee's Report by the City Manager,
negotiations were initiated with JPMorgan, the highest ranked firm. The City's negotiation team, comprised
of Finance and Procurement staff, as well as a member of the City's Finance Committee, held good faith
negotiations with JPMorgan officials which addressed:
1. Seamless implementation of a MasterCard platform and ongoing training to support all users;
2. Data file feeds and reporting which maximize availability of real-time information to the City;
3. Volume rebate calculations and payments; and
4. Legally sufficient and binding master commercial card agreement terms and conditions, with the
assistance and support of the City Attorney's Office.
Successful negotiations were accomplished, and an agreement was mutually reached on January 20, 2017.
As a result, Procurement hereby recommends award of a Master Commercial Card Services Agreement
with JPMorgan for citywide Procurement Card Services. Your signature below will indicate approval of this
recommendation.
