Alfonso City Manager FROM: Annie Perez, CPPO Procurement Director Recommendation CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM DATE: February 2, 2017 SUBJECT: Award Recommendation for Professional Services Agreement with Leo A. Daly Company for Professional Architectural and Engineering Services for the Shenandoah Park and New Swimming Pool Facility, Project B-40563 for the Office of Capital Improvements ENCLOSURES: Response Security List, Evaluation Committee Report to include Score Sheets, and Evaluation Committee Appointment Memo Based on the below findings, the Department of Procurement ("Procurement") hereby recommends approval to award Request for Qualifications ("RFQ") Professional Services Agreement No. 14-15-037 to Leo A. Daly Company ("Leo Daly") for Professional Architectural and Engineering Services for the Shenandoah Park and New Swimming Pool Facility, Project B-40563 ("Project"), for the Office of Capital Improvements ("OCI"). Background On, December 30, 2015, the City of Miami ("the City"), through Procurement, issued a solicitation for the Project under full and open competition. On February 24, 2016, the Office of the City Clerk received seven (7) proposals in response to the solicitation. All proposals were deemed responsive, having met the minimum submission requirements identified in Section 4.1, Submission Requirements, of the RFQ. Accordingly, on June 24, 2016, the Evaluation Committee ("Committee") met and completed the evaluation and ranking of the seven (7) responsive and responsible proposals following the stipulated guidelines in the solicitation. The proposals were evaluated in accordance with the five (5) technical criteria, and ranked by total awarded points (see enclosed Evaluation Committee Report). Upon the review and subsequent approval of the Evaluation Committee's Report by the City Manager, negotiations were initiated with Leo Daly, the highest ranked firm. For several months, the City's negotiation team, comprised of OCI and Procurement staff, held good faith negotiations with Leo Daly principals which addressed: 1. Coordination of the various professional consulting services necessary for the Project; 2. Established and capped fair market professional consultant hourly rates, multiplier and fee schedule; 3. A Project tasking solution which supports an implemental and fiscally sound agreement, in the best interest of the City and its residents, and; 4. Legally sufficient and binding agreement terms and conditions, with the assistance and support of the City Attorney's Office. Alfonso, City Manager Successful negotiations were accomplished, and an agreement was mutually reached on November 23, 2016. As a result, Procurement hereby recommends award of a Professional Services Agreement with Leo Daly, in an amount not to exceed $683,396.56 for the Project.
