The Procurement Department ("Procurement") issued Request for Qualifications ("RFQ") No. 14-15-
037 on December 30, 2015, for the provision of Architectural and Engineering ("A&E') Consultant
Services for Shenandoah Park and New Swimming Pool Facility ("Project') for the Capital
Improvements and Transportation Program ("CITP"). Procurement received seven (7) responses to the
RFQ on the closing date, February 24 2016.
All proposals were deemed responsive, having met the minimum submission requirements identified in
Section 4.1, Submission Requirements. of the RFQ. On June 24. 2016, the Evaluatior Committee
("Committee") met and completed the evaluation of the seven (7) responsive and responsible proposals
following the guidelines in the solicitation. The proposals were evaluated in accordance with the five (5)
evaluation criteria listed below:

Proposers who met the Community Business Enterprise ("CBE") participation requirements were
granted five (5) Bonus Points, in accordance with City Procurement Code 18-87, as amended.

The Committee decided not to hold oral presentations, as the proposals did not require further
clarification. The composite and individual Committee member score sheets are attached as supporting
documentation_
Consensus Statement
The highest ranked firm, Leo A. Daley Company ("Leo Daly") received a total of 464 points out of a
maximum total of 525 points. The Committee determined that Leo Daly has assembled a team of design
professionals well qualified to comprehensive y perform the required A&E services needed for planning,
designing, and managing the construction and re -construction, respectively, of the new swimming pool
facility and newly master -planned park.
The Committee discussed the structure of Leo Daly's proposed team, highlighting their experience with
parks and large scale public pool facilities. The Committee specifically referenced Leo Daly's Design
Philosophy, whch discussed both the park master -plan and the new pool components of the Project.
In addition, Leo Daly's team includes a well-known and experienced landscape architect, as well as a
construction cost estimator, an important component that the Committee feels will prove crucial in
maintaining costs within the established budget for the Project.
Recommendation
The Committee hereby requests approval for Procurement, in collaboration with CITP, to commence
negotiations with the highest -asked firm, Leo A. Daly Company, for the provision of Architectural and
Engineering Services for the Shenandoah Park and New Swimming Pool Facility. Should negotiations
fail, the Committee hereby requests that negotiations commence with the second, third and remaining
ranked firms; respectively, until a Professional Services Agreement is successfully negotiated and
awarded.
