A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO WORK WITH THE OFFICE OF NEW AMERICANS OF MIAMI-
DADE, INC., A FLORIDA NOT FOR PROFIT CORPORATION ("OFFICE OF NEW
AMERICANS"), IN IDENTIFYING AND MAKING AVAILABLE LOCATIONS
WHERE WORKSHOPS CAN BE HELD FOR THE PURPOSE OF ASSISTING
PERMANENT RESIDENTS WITH THEIR APPLICATIONS FOR UNITED STATES
CITIZENSHIP; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE A MEMORANDUM OF UNDERSTANDING OR SIMILAR DOCUMENT,
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO EFFECTUATE THIS
RESOLUTION; FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A
COPY OF THIS RESOLUTION TO THE MAYOR OF MIAMI-DADE COUNTY,
FLORIDA, THE MIAMI-DADE BOARD OF COUNTY COMMISSIONERS, THE
NEW YORK CITY MAYOR BILL DE BLASIO, CHICAGO MAYOR RAHM
EMANUEL AND LOS ANGELES MAYOR ERIC GARCETTI, THE CO -
CHAIRPERSONS OF THE CITIES FOR CITIZENSHIP, AND TO THE BOARD OF
DIRECTORS OF THE OFFICE OF NEW AMERICANS.
WHEREAS, Cities for Citizenship is a major national initiative aimed at increasing
citizenship among eligible U.S. permanent residents and encouraging cities across the country
to invest in citizenship programs; and
WHEREAS, the Office of New Americans of Miami -Dade, Inc., a Florida not for profit
corporation ("Office of New Americans"), established to exclusively direct its efforts and
resources to promote increasing the number of legal permanent residents in Miami -Dade
County who apply for citizenship; and
WHEREAS, the City of Miami ("City") has a viable public interest in facilitating eligible
permanent residents to apply for United States citizenship; and
WHEREAS, the City desires to make available City facilities, equipment, etc., as in kind
contributions to assist eligible permanent residents in applying for United States citizenship;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed to work with the Office of New Americans in
identifying and making available locations where workshops can be held for the purpose of
assisting permanent residents with their applications for United States citizenship.

Section 3. The City Manager is authorized' to negotiate and execute a Memorandum of
Understanding or similar document, in a form acceptable to the City Attorney, to effectuate this
Resolution.
Section 4. The City Clerk is directed to transmit a copy of this Resolution to the Mayor of
Miami -Dade County, Florida, the Miami -Dade Board of County Commissioners, New York City
Mayor Bill de Blasio, Chicago Mayor Rahm Emanuel and Los Angeles Mayor Eric Garcetti, the
Co -Chairpersons of the Cities for Citizenship, and to the Board of Directors of the Office of New
Americans.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney including but not limited to those prescribed by applicable City Charter and City Code
provisions.
z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
