A RESOLUTION OF THE MIAMI CITY COMMISSION REQUESTING THAT THE DEPARTMENT OF OFF-STREET PARKING OF THE CITY OF MIAMI ("CITY"), REFERRED TO AS THE MIAMI PARKING AUTHORITY ("MPA"), ESTABLISH A RESTRICTED RESIDENTIAL PARKING ("RRP") ZONE IN THE SHENANDOAH AREA OF THE CITY, FOR SUCH AREAS IN SHENANDOAH WHICH HAVE ACTIVE CONSTRUCTION PROJECTS; PROVIDING THE FOR THE OBJECTIVES OF THE RRP AS SET FORTH IN SECTION 35-196 OF THE CODE OF THE CITY OF MIAMI, FLORIDA; FURTHER REQUESTING THE MPA TO RESEARCH CREATING A CITYWIDE PARKING PROGRAM TO ADDRESS RESIDENTIAL PARKING CONCERNS FOR RESIDENTIALLY ZONED T3 AREAS IN THE CITY UNDERGOING CONSTRUCTION PROJECTS. WHEREAS, Section 35-196 of the Code of the City of Miami, Florida, as amended ("City Code") authorizes the City Commission to establish Restricted Residential Parking ("RRP") zones ("RRP") within the City of Miami ("City"); and WHEREAS, the Department of Off -Street Parking a/k/a the Miami Parking Authority ("MPA") has implemented the RRP in certain areas of the City and can utilize their practices and procedures for implementing a RRP in the Shenandoah Area of the City for Shenandoah residents whose residential parking needs have been impacted by construction projects in their neighborhood and particularly by the parking of contractors, laborers, and others engaged in the construction project adjacent to the homes; and WHERAS, the City Commission is establishing a RRP zone for Shenandoah residents whose own parking needs have been negatively impacted by persons working or otherwise engaged in construction projects; and WHEREAS, it is in the best interests of the City and its residents and serves the public health, safety and welfare to implement a RRP as a pilot program in the Shenandoah Area utilizing the provisions, guidelines ad standards set forth in Section 35-196 of the City Code, and other applicable regulations and established practices; and WHEREAS, in addition to the foregoing RRP pilot program, the City Administration, in consultation with the Planning and Zoning Department, the Public Works Department and the MPA, will, within ninety (90) days, research a proposed Citywide RRP for residents of areas zoned T3 -R, T3 -L, and T3-0, who have had their residential parking areas negatively impacted by construction projects; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby establishes a RRP zone in the Shenandoah area of the City for Shenandoah area of the City, for such areas in Shenandoah which have active construction projects. Section 3. The City Administration and the MPA are hereby directed to use the existing framework of Section 35-196 of the City Code and other applicable regulations and practices to establish this RRP, to use mailings, flyers, e-mail blasts and other media to make the availability of this project known to Shenandoah residents and to consider guest passes for bona fide guests to the homes of the area residents. Section 4. The City Administration is directed to examine the implementation of the requirement of a parking program as part of a submittal for land development permits, which parking program will address the manner in which parking for contractors, laborers, and others working on the project will be addressed while minimizing the impact on adjacent residents in residentially zoned T-3 areas. Section 5. The City Administration, in consultation with the Planning and Zoning Department, the Public Works Department and the MPA, will, within ninety (90) days, research a proposed Citywide RRP for residents of areas zoned T3 -R, T3 -L, and T3-0, who have had their residential parking areas negatively impacted by construction projects. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.' If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
