A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
PLACEMENT OF A MARKER DESIGNATION, PURSUANT TO SECTION 54-
136(1) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AT
THE JUAN PABLO DUARTE PARK GAZEBO LOCATED AT 2800 NORTHWEST
17TH AVENUE, MIAMI, FLORIDA, TO COMMEMORATE JULIO VARGAS
THROUGH THE DESIGNATION OF THE "JULIO VARGAS PAVILION", SUBJECT
TO ALL APPLICABLE PERMITTING REQUIREMENTS.
WHEREAS, Julio Vargas ("Vargas") was born in Tenares, Dominican Republic and
emigrated to Lawrence, Massachusetts in 1967 at the age of eighteen (18) with his parents and
sister; and
WHEREAS, Vargas started working for American Telephone & Telegraph, commonly
referred to as AT&T and now known as Lucent Technology, Inc., a company for which he
worked for forty (40) years until his retirement in 2006; and
WHEREAS, Vargas moved to the City of Miami ("City") in September 2006 where he
offered support to the community organization "Latinos Unidos en Allapattah"; and
WHEREAS, Vargas realized the residents of Allapattah needed recreational activities
and organized the "Club de Domino Juan Pablo Duarte" at the Juan Pablo Duarte Park, located
2800 Northwest 17th Avenue, Miami, Florida ("Park"); and
WHEREAS, Vargas obtained the support of Wifredo "Willy" Gort, District 1
Commissioner, and Celso Ahumada, the Neighborhood Enhancement Team Administrator, to
designate one of the Park's courts to be the home of the "Club de Domino Juan Pablo Duarte";
and
WHEREAS, Vargas left this life playing dominoes in the Park he cherished; and
WHEREAS, the City wishes to commemorate the contributions and faithful devotion of
Vargas to the community by placing a marker designation in the gazebo located at the Park
designating it "Julio Vargas Pavilion";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as is fully set forth in this section.
Section 2. The placement of a marker designation, pursuant to Section 54-136(1) of the
Code of the City of Miami, Florida, as amended, in the gazebo located at the Park to

commemorate Vargas through the designation of the "Julio Vargas Pavilion", subject to all
applicable permitting requirements, is hereby authorized.'
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney including but not limited to those prescribed by applicable City Charter and City Code
provisions.
z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
