HomeMy WebLinkAboutR-17-0080City of Miami Legislation Resolution R-17-0080 File Number: 1634 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 2/23/2017 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ACCEPTANCE OF A GRANT FROM THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY, IN AN AMOUNT NOT TO EXCEED $500,000.00, TO THE CITY OF MIAMI TO UNDERWRITE COSTS ASSOCIATED WITH ENHANCED POLICE SERVICES WITHIN THE OMNI REDEVELOPMENT AREA; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, AND ALL OTHER NECESSARY DOCUMENTS IN, A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, the City of Miami ("City") is responsible for public safety throughout the City, which includes the Omni Redevelopment Area ("Redevelopment Area"); and WHEREAS, pursuant to Section 163.370(2)(o), Florida Statutes, the Omni Redevelopment District Community Redevelopment Agency ("CRA") has the power to develop and implement community policing innovations with the objective of remedying slum and blighted areas and the causes thereof within the Redevelopment Area; and WHEREAS, the Miami Police Department ("MPD") has presented the CRA with an operational plan for the "Omni CRA Detail", an innovative service-oriented police unit, in a problem solving team capacity, to support the continued working partnerships with the CRA, the Neighborhood Enhancement Teams, residents, business owners, and the homeless outreach programs; and WHEREAS, pursuant to CRA Resolution No. 16-0063, adopted on December 14, 2016, the Board of Commissioners of the CRA approved the issuance of a grant in an amount not to exceed $500,000.00 to the City for the provision of enhanced police services within the Redevelopment Area that are supplemental to general patrol; and WHEREAS, the City, by and through the MPD, will utilize the subject grant funds to administer the Omni CRA Detail and provide enhanced community police services through the allocation of five (5) supplemental sworn officers assigned exclusively to the Redevelopment Area, to address issues relating to quality of life within the Redevelopment Area; and WHEREAS, the CRA authorized the grant funds to be disbursed throughout the term of this agreement on a reimbursement basis to the City upon presentation of invoices and satisfactory documentation; and WHEREAS, no match is required of the City; and WHEREAS, the City Commission wishes to accept said grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File ID: 1634 (Revision:) Printed On: 5/16/2017 File ID: 1634 Enactment Number: R-17-0080 Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The acceptance of a grant from the CRA, in an amount not to exceed $500,000.00, to the City to underwrite costs associated with enhanced police services within the Redevelopment Area, is authorized.' Section 3. The City Manager is authorized' to execute the grant agreement, in substantially the attached form, and all other necessary documents, in a form acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 I"na dez, City Attor iey 2/13/2017 ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
