No match is required. Background of Item: The City of Miami ("City") is responsible for public safety throughout the City, which includes the Omni Community Redevelopment Agency ("CRA") district. Pursuant to Section 163.370(2)(o), Florida Statutes, the CRA has the power to develop and implement community policing innovations with the objective of remedying slum and blighted areas and the causes thereof within the CRA district. The City of Miami Police Department has presented the CRA with an operational plan for the "Omni CRA Detail", an innovative service-oriented police unit, in a problem solving team capacity, to support continued working partnerships with the Omni CRA, the Neighborhood Enhancement Teams, residents, business owners, and the homeless outreach programs. The City, by and through its police department, will utilize the subject grant funds to administer the Omni CRA Detail and provide enhanced community police services through the allocation of five supplemental sworn officers assigned exclusively to the CRA area, to address issues relating to quality of life within the CRA area. The CRA authorized the grant to be disbursed throughout the term of this agreement on a reimbursement basis to the City upon presentation of invoices and satisfactory documentation. WHEREAS, the City of Miami ("City") is responsible for public safety throughout the City, which includes the Omni Redevelopment Area ("Redevelopment Area"); and WHEREAS, pursuant to Section 163.370(2)(o), Florida Statutes, the Omni Redevelopment District Community Redevelopment Agency ("CRA") has the power to develop and implement community policing innovations with the objective of remedying slum and blighted areas and the causes thereof within the Redevelopment Area; and WHEREAS, the Miami Police Department ("MPD") has presented the CRA with an operational plan for the "Omni CRA Detail", an innovative service-oriented police unit, in a problem solving team capacity, to support the continued working partnerships with the CRA, the Neighborhood Enhancement Teams, residents, business owners, and the homeless outreach programs; and WHEREAS, pursuant to CRA Resolution No. 16-0063, adopted on December 14, 2016, the Board of Commissioners of the CRA approved the issuance of a grant in an amount not to exceed $500,000.00 to the City for the provision of enhanced police services within the Redevelopment Area that are supplemental to general patrol; and WHEREAS, the City, by and through the MPD, will utilize the subject grant funds to administer the Omni CRA Detail and provide enhanced community police services through the allocation of five (5) supplemental sworn officers assigned exclusively to the Redevelopment Area, to address issues relating to quality of life within the Redevelopment Area; and WHEREAS, the CRA authorized the grant funds to be disbursed throughout the term of this agreement on a reimbursement basis to the City upon presentation of invoices and satisfactory documentation; and WHEREAS, no match is required of the City; and WHEREAS, the City Commission wishes to accept said grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The acceptance of a grant from the CRA, in an amount not to exceed $500,000.00, to the City to underwrite costs associated with enhanced police services within the Redevelopment Area, is authorized.' Section 3. The City Manager is authorized' to execute the grant agreement, in substantially the attached form, and all other necessary documents, in a form acceptable to the City Attorney, for said purpose. Section 4. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
