It is recommended that the Miami City Commission adopt the attached Resolution to
establish a new Special Revenue Project entitled: "SRO -Truancy Reduction Project —
Miami 2016-17" and appropriating funds, in the amount of $20,326, consisting of a grant
from the Florida Department of Law Enforcement, Justice Assistance Grant, for the
Department of Police; authorizing the City Manager to execute an agreement, in
substantially the attached form, and all necessary documents, in a form acceptable to
the City Attorney, in order to implement the acceptance and administration of said grant.
Background of Item:
This funding will allow the Miami Police Department to increase the level of services
provided to our community. Specifically, the department will use School Resource
Officers to identify and deter truancy amongst the student population. Truancy efforts
will be directed to middle and high school age youth. The School Resource Officers will
increase the number of truancy sweeps during the school year; they will provide crime
prevention educational classes to all targeted schools; and will provide initial contact
and follow-up with the parents of all identified truants. This program is designed to instill
leadership, trust, communication, conflict resolution, teamwork, and provide a sense of
accomplishment and self-esteem.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED "SRO -
TRUANCY REDUCTION PROJECT — MIAMI 2016 - 17" AND APPROPRIATING
FUNDS, IN THE AMOUNT OF $20,326.00, CONSISTING OF A GRANT AWARD
FROM THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT, JUSTICE
ASSISTANCE GRANT, TO BE UTILIZED BY THE CITY OF MIAMI POLICE
DEPARTMENT TO FUND SCHOOL RESOURCE OFFICER PROJECTS;
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, AND ALL NECESSARY DOCUMENTS, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE
ACCEPTANCE AND ADMINISTRATION OF SAID GRANT.
WHEREAS, the City of Miami ("City") has a strong interest in reducing truancy in and
around schools located within the City's jurisdiction; and
WHEREAS, the Police Department's School Resource Officers ("SRO") conduct monthly
truancy operations aimed at identifying truants within the City and provide them with an
educational and training program utilizing a team building component; and
WHEREAS, the SROs also continue to provide crime prevention educational classes to
all targeted schools throughout the City; and
WHEREAS, the SROs focus their operational efforts on middle and high school age
truants located in the City; and
WHEREAS, the Florida Department of Law Enforcement ("FDLE") has awarded a
Justice Assistance Grant ("JAG") to the City in the amount of $20,326.00 to fund a new special
revenue project entitled "SRO — Truancy Reduction Project — Miami 2016 — 17"; and
WHEREAS, this award does not require any local match; and
WHEREAS, said grant program is for the period of October 1, 2016 through September
30, 2017;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The following new Special Revenue Project entitled "SRO -Truancy Reduction
Project — Miami 2016 - 17" is established and resources are appropriated as described below:

Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
