A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
BY A FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED
PUBLIC HEARING, RATIFYING, APPROVING, AND CONFIRMING THE CITY
MANAGER'S FINDING, ATTACHED AND INCORPORATED AS ATTACHMENT
"A," THAT COMPETITIVE NEGOTIATION METHODS AND PROCEDURES ARE
NOT PRACTICABLE OR ADVANTAGEOUS TO THE CITY OF MIAMI ("CITY"),
PURSUANT TO SECTION 18-85(A) OF THE CODE OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED; WAIVING THE REQUIREMENTS FOR SAID
PROCEDURES; AUTHORIZING THE ALLOCATION OF GRANT FUNDS FROM
THE DISTRICT 3 COMMISSIONER'S SHARE OF THE CITY'S ANTI -POVERTY
INITIATIVE IN A TOTAL AMOUNT NOT TO EXCEED $5,000.00 TO ROTARY
CLUB OF MIAMI, INC., INTERACT CLUB AT MIAMI SENIOR HIGH SCHOOL;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY
AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, TO COMPLETE THE ALLOCATION.
WHEREAS, the Rotary Club of Miami, Inc., Interact Club at Miami Senior High School
("Interact Club"), brings together young people to develop leadership skills while discovering the
power of service above self; and
WHEREAS, the Interact Club will enable its members at Miami Senior High to come
together to strengthen their connections to friends and neighbors while improving lives through
several service projects; and
WHEREAS, the District 3 Commissioner wishes to grant funds from the Commissioner's
share of the City of Miami's ("City") Anti -Poverty Initiative in an amount not to exceed $5,000.00
("Funds") to the Interact Club; and
WHEREAS, the City Manager has made a written finding, attached and incorporated as
Attachment 'A" pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as
amended ("City Code"), that competitive bidding is not practicable or advantageous to the City;
and
WHEREAS, the City Manager is requesting authority from the City Commission to
negotiate and execute an agreement, in a form acceptable to the City Attorney, with Interact
Club for the purposes stated herein;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the preamble of this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. By a four-fifths (4/5ths) affirmative vote, after an advertised public hearing,
the City Manager's finding, attached and incorporated as Attachment "A," that competitive

negotiation methods and procedures are not practicable or advantageous to the City pursuant to
Section 18-85(a) of the City Code and waiving the requirements for said procedures, is ratified,
approved, and confirmed.
Section 3. The City Manager is authorized' to allocate grant funds from the District 3
Commissioner's share of the City's Anti -Poverty Initiative to the Interact Club in an amount up to
$5,000.00 for the Program.
Section 4. The City Manager is authorized' to negotiate and execute any and all
necessary documents, in a form acceptable to the City Attorney, to complete the allocation.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor .2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

FROM: Milton Vickers, Senior Advisor SUBJECT: $5,000 from District 3 Anti -Poverty
to the City Manager on behalf initiative to Rotary Club of Miami,
of Commissioner Carollo Inc, for Interact Club at Miami Senior High
BACKGROUND
The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing
support to its residents.
Rotary Club of Miami, Inc. (the organization) works together with its members to promote peace, fight
disease, provide clean water, sanitation, and hygiene, save mothers and children, support education, and
grow local economies. The organization is made tlp of three parts which all work to make lasting change in
our communities and around the world. Through the Interact Club, young people ages 12-18 develop
leadership skills while discovering the power of Service Above Self. Every year Interact clubs organize at
least two prgjects to promote international understanding and help their school or community.
As they are familiar with the needs of the community and requiremen€s imposed by the City, it would be
advantageous to the City to expedite the allocation and waive procurement requirements at this time.
Providing these funds to the organization will allow more youth to obtain these services immediately, with
no added time for the procurement process, which could take over 30-40 days.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive scaled bidding
methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as
amended, specifically Section 18-85 (A), and the affirniation of these written findings and the forwarding of
the same to the City Commission for ratification by a four-fifths vote is respectfully requested.
