Alfonso, City Manager FROM: Milton Vickers, Senior Advisor to the City Manager on behalf of the Mayor BACKGROUND DATE: November 16, 2016 SUBJECT: $10,000.00 from Mayor's Anti -Poverty Initiative funds to Common Threads, Inc. The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support to its residents. Common Threads, Inc., (the organization), is a non-profit that delivers cooking and nutrition education, along with healthy food, to over 300 children and adults. The funds from this allocation will be used to partner with Lotus House, Frederick R. Douglass, and Eneida M. Hartner elementary schools in the City of Miami to implement 13 sessions of cooking and nutrition education programs, including: Small Bites nutrition education, Parent Workshops, Grocery Store Tours, and our afterschool Cooking Skills and World Cuisine program. Providing a total of 2,290 hours of hands-on education and 2,275 nutritious meals and snacks to 311 child and adult residents of the high -poverty, high -need neighborhoods of Wynwood and Overtown in the City of Miami. The participants will learn the importance of and what constitutes a healthy diet; gain the cooking skills and recipes to make healthy, affordable meals, and snacks for the family; strengthen their social and emotional skills, including communication, teamwork, and decision-making, by creating recipes with their families and peers; and, improve their math, language arts, and science skills by connecting these concepts to cooking and nutrition. As they are familiar with the needs of the community and requirements imposed by the City, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the organization will allow more youth to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four-fifths vote is respectfully requested.
