Subject: Sole Source - Ten -8 Fire Equipment
Purpose of Item:
The nature of this item is to authorize a resolution of the Miami City Commission, with
attachments, by a four-fifths (4/5ths) affirmative vote, pursuant to Section 18-92 of the
Code of the City of Miami, Florida, as amended, after an advertised public hearing,
ratifying, approving and confirming the City Manager's finding of a sole source, waiving
the requirements for competitive sealed bidding procedures, and approving the request
to enter into an agreement with Ten -8 Fire Equipment, Inc., the sole source authorized
state of Florida dealer and service facility for Braun Ambulance Modules, the sole
source remount vendor. Allocating funds from the Fire Rescue Department, subject to
the availability of funds and budgetary approval at the time of need.
Background of Item:
The Fire Rescue Department ("Fire") would like to reduce the cost of replacing its
Emergency Medical Transport (EMT) fleet through a process called remounting. This
process will be used to extend the life of the current EMT fleet. In this process, the
module (patient compartment) of the ambulance, is removed from the chassis and cab
section and then refurbished and upgraded. The refurbished module is then affixed to a
new cab and chassis. This process will result in a savings of 40% to 50%, as compared
to the purchase of a new EMT vehicle when the chassis and/or cab are in need of
replacement. The module has a much longer lifespan than the chassis and cab, and
therefore, is a viable cost savings option. Additionally, with this process, the refurbished
module retains the original lifetime structural warranty provided by the manufacturer,
Braun Industries, Inc. (Braun Custom Ambulances/Braun).
Ten -8 Fire Equipment, Inc. is the only authorized dealer and service facility in the state
of Florida for Braun Industries, Inc., and the sole source of Braun parts, warranty, sales,
and service. Although, there may be other companies that can remount a Braun module
onto a new cab and chassis, only Braun can continue the original factory lifetime
warranty of the module.
Pursuant to Section 18.92 (a) (1), Sole Source Contracts of the City's Procurement
Code; a sole source is recommended for the above mentioned reasons.

MODIFICATIONS TO THE PSA, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, AS MAY BE NECESSARY FOR SAID PURPOSE.

Equipment, Inc. ("Ten -8") is the sole authorized dealer and service facility in the State of Florida
for Braun Industries, Inc. ("Braun"), the manufacturer of refurbished patient compartment
modules for ambulances, which when removed, refurbished and reattached to the chassis and
cab, extends the life of an ambulance, maintains all quality standards, and realizes a forty to fifty

Section 2. By a four-fifths (4/5ths) affirmative vote, pursuant to Section 18-92 of the
Code of the City of Miami, Florida, as amended, after an advertised public hearing, the City
Manager's finding of a sole source is ratified, approved and confirmed, the requirements for
competitive sealed bidding procedures are waived, and the procurement of Braun remounting
services for the Fire -Rescue Department, Ten -8, the sole authorized dealer and service facility
in the State of Florida for Braun, the manufacturer of refurbished patient compartment modules
for ambulances, is approved.
Section 3. Funds to be allocated from the User Departments, subject to the availability
of funds and budgetary approval at the time of need.
Section 4. The City Manager is authorized' to execute the Professional Services
Agreenet, in substantially the attached form, with Ten -8, the sole authorized dealer and service
facility in the State of Florida for Braun, the manufacturer of refurbished patient compartment
modules for ambulances, as identified in Exhibit "A".
Section 5. The City Manager is further authorized' to negotiate and execute all other
documents, including any amendments, renewals and modifications to the contract, in a form
acceptable to the City Attorney, as may be necessary for said purpose.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 This Resolution shall become effective as specified herein unless vetoed by Mayor with ten (10) days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
