Services REFERENCES: Request for Qualifications ,(RFQ) No. 612382 ENCLOSURES: Towing Agencies Proposal Breakdown Recommendation Based on the findings below, the Procurement Department (Procurement) hereby recommends approval to award Contract No. RFQ 612382, to multiple responsive and responsible towing agencies -(Agencies). The services to be provided include citywide towing services, assigned by zone., and storage of towed and/or impounded vehicles, The. impact of this item is citywide in nature. Fiscal Impact The fiscal impact for the initial five (5) year contract term, based only on the Annual Revenue amount negotiated with each of the recommended Agencies, will generate revenue to the City of Miami (City) in the amount of $918,250 ($183,650 annually). If the one, five (5) year option to renew'Is exercised, the cumulative revenue to the City will be $1,836,500. This amount does not Include any administrative fees paid to the City for towing and storage of vehicles. Zone .3 $40.,800 $204,000 Banos Towing Service Cor Zone 4 $36,050 $180,260 American Towd��.___ Zone 5 $40,200 $201,000 Background The City has an existing contract in place to provide towing services, which will expire on September 30, 2016. On April 25, 2016, Procurement issued a solicitation under -full and open competition to establish a successor contract for towing services. On June 6, 2016, eight (8) proposals were received, in response to the solicitation. Proposers were required to be located within thin the boundaries of the City, In order to provide citywide towing services, and at a minimum, meet specific qualification and equipment requirements in order to be deemed qualified to provide said services, On August 4, 2016, -a Review Team (Team), comprising of representatives from the City's Pofice Department (Police), Miami -Dade County's Police Department, and Procurement personnel, completed the review of the proposals, following• the guidelines published in the solicitation. All proposers met the requirements. PR 16252 Proposers were instructed to propose on one (1) Zone, multiple Zones, or all five (6) Zones, in addition to ranking the Zones in their order of preference. Proposers were further advised of the method of award, where one (1) Agency will be selected to provide services for a Zone. Zones were assigned based on the Proposers' ranking of the Zones., and to the responsive and responsible Proposer with the highest Annual Revenue amount for each Zone, The Team determined that the five (6) Agencies, which selected a Zone as their first preference, and proposed the highest Annual Revenue amount for the Zone, will be assigned that Zone (Refer to Attachment A for breakdown of how the Agencies proposed), The five (5) Agencies recommended for negotiations for assignment of Zones are as follows: 1) Zone 1: Midtown Towing of Miami, Inc. 2) Zone 2: Downtown Towing Company 3) Zone 3: Kings Wrecker Service, Inc, 4) Zone 4: Banos Towing Service Corp 5) Zone 6: American Towing, Inc. Accordingly,. on August 29, 2016,, a Negotiations Team met Individually with each of the five (5) Agencies to review the Towing/Wrecker Agreement, and to determine the Agency's responsibility, Due diligence was conducted to verify -corporate status; that the Agencies -did not owe, or were not In arrears to the City; and that there are no performance or compliance issues. All recommended Agencies' accounts are in compliance. There are currently no adverse findings related to any of the Agencies' responsibility. Notwithstanding the foregoing, a waiting list, comprising of the remaining three (3) responsive and responsible Proposers, Nu -Way Towing, Roadway Towing and Transportation, and Ted and Stan's Towing Service, has been established. After contract award, should a Zone become available for any reason (i.e., Agency suspension, termination, -etc.), the City intends to review the capacity of the Agencies that are assigned a Zone, and Agencies on the -waiting list, (Proposers who were not assigned a Zone) in order to assign the available Zone. This review will be based on the Annual Revenue amount proposed, for that Zone, with the submission of a proposal, and whether the Agency meets the location, equipment and personnel requirements for said Zone., Should a qualified Agency be assigned a Zone that becomes available, the Agency must pass a re -inspection, prior to the offer of a contract. Additionally, should the City determine, at any time during the term of the contract, but particularly when there Is a void in a Zone -due to suspension, termination- or bankruptcy, the City may allow the addition of other qualified towing agencies to be added to the contract to meet the needs of the City, Any towing agency seeking to be added to the contract, and a particular Zone, must meet all minimum qualification and equipment requirements presented In the solicitation, have the ability to match or surpass the approved Annual Revenue amount for the 'Zone that was previously awarded, and be subject to a site and equipment inspection to determine its qualifications for assignment of a Zone.
