Purpose of Item: The nature of this item is to request authorization to enter into Towing/Wrecker Agreements (Agreements) with various qualified responsive, and responsible towing agencies to provide citywide towing services, within the City of Miami, for an initial contract period of five (5) years, with one, five (5) year option to renew period; further authorizing, in accordance with the RFQ, the ability to add qualified towing agencies to the contract, when deemed in the City's best interest, without further City Commission authorization; and further authorizing the City Manager to negotiate and execute all other documents, including any amendments, renewals, and modifications to the Agreements, in a form acceptable to the City attorney, as may be necessary for said purpose. Background of Item: On April 25, 2016, the Department of Procurement (Procurement) issued RFQ No. 612382, Citywide Towing Services, under full and open competition. On June 6, 2016, eight (8) proposals were received in response to the solicitation. The proposals were reviewed following the guidelines published in the solicitation, and all the Proposers have been deemed qualified. On August 4, 2016, a Review Team completed its evaluation of the proposals and recommended the following five (5) towing agencies for negotiations. Following successful negotiations with the five (5) towing agencies, Procurement recommends the execution of Agreements with said qualified Proposers, upon approval by the City Commission. WHEREAS, the City of Miami ("City") issued Request for Qualifications ("RFQ") No. 612382 to establish contracts for Citywide towing services based on five (5) established geographical Zones within the City; and WHEREAS, the proposals received June 6, 2016, pursuant to RFQ No. 612382, from qualified towing agencies, for Citywide towing services and as identified in Exhibit "A", attached and incorporated, have been deemed qualified by the City; and WHEREAS, the City successfully negotiated with all five (5) towing agencies, who have signed the agreements; and WHEREAS, the City will execute agreements with the five (5) qualified responsive and responsible towing agencies; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Section 5. The City Manager is further authorized' to negotiate and execute all other documents, including any amendments, renewals and modifications to the contract, in a form acceptable to the City Attorney, as may be necessary for said purpose. Section 6. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
