A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR-FIFTHS (4/5THS)
AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING,
APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDING THAT COMPETITIVE
NEGOTIATION METHODS AND PROCEDURES ARE NOT PRACTICABLE OR
ADVANTAGEOUS, PURSUANT TO SECTION 18-85(A) OF THE CODE OF THE CITY OF
MIAMI, FLORIDA, AS AMENDED; WAIVING THE REQUIREMENTS FOR SAID
PROCEDURES; AUTHORIZING THE ALLOCATION OF GRANT FUNDS FROM THE
DISTRICT 5 SHARE OF THE CITY OF MIAMI'S ("CITY") ANTI -POVERTY INITIATIVE, IN A
TOTAL AMOUNT UP TO $50,000.00, TO NEIGHBORS AND NEIGHBORS ASSOCIATION,
INC. ("NANA"), FOR FINANCIAL AND TECHNICAL ASSISTANCE TO SMALL BUSINESSES;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A GRANT
AGREEMENT WITH NANA, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID
PURPOSE.

REQUIREMENTS FOR SAID PROCEDURES; AUTHORIZING THE ALLOCATION OF
GRANT FUNDS FROM THE DISTRICT 5 SHARE OF THE CITY OF MIAMI'S ("CITY")
ANTI -POVERTY INITIATIVE, IN A TOTAL AMOUNT UP TO $50,000.00, TO
NEIGHBORS AND NEIGHBORS ASSOCIATION, INC. ("NANA"), FOR FINANCIAL
AND TECHNICAL ASSISTANCE TO SMALL BUSINESSES; AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE A GRANT AGREEMENT WITH NANA, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the City Commission created the Anti -Poverty Initiative to assist low-income
residents within the City of Miami ("City"); and
WHEREAS, the City Commission approved the establishment of accounts for the five (5)
City Commission districts, for the sole purpose of allocating Anti -Poverty Initiative Funds
("Funds"), utilizing the proportionate percentage of poverty levels based on the five (5) year
poverty rate determined by the American Community Survey, as adjusted annually; and
WHEREAS, the District 5 Commissioner desires to allocate grant Funds, in an amount of
$50,000.00, to Neighbors and Neighbors Association, Inc. ("NANA"), for financial and technical
assistance to small businesses, mentorship, training, and work readiness skills courses
("Program") from the District 5 share of the City's Anti -Poverty Initiative; and
WHEREAS, the City Manager has made a finding that pursuant to Section 18-85(a) of
the Code of the City of Miami, Florida, as amended ("City Code"), competitive negotiation
methods and procedures are not practicable or advantageous to the City for obtaining said
services, and has recommended to the City Commission that the findings be adopted and that
competitive bidding methods and procedures be waived for the Program; and
WHEREAS, the City Manager is requesting authority from the City Commission to
negotiate and execute, in a form acceptable to the City Attorney, a Grant Agreement with NANA
for said Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. By a four-fifths (4/5ths) affirmative vote, after an advertised public hearing,

Section 2. By a four-fifths (4/5ths) affirmative vote, after an advertised public hearing,
the City Manager's finding that competitive negotiation methods and procedures are not
practicable or advantageous to the City pursuant to Section 18-85(a) of the City Code, and
waiving the requirements for said procedures, is ratified, approved and confirmed.
Section 3. The City Manager is authorized' to allocate grant funds from the District 5
share of the City's Anti -Poverty Initiative, in the total amount not to exceed $50,000.00, to NANA
for financial and technical assistance to small businesses, mentorship, training, and work
readiness skills courses.
Section 4. The City Manager is authorized' to negotiate and to execute a Grant
Agreement, in a form acceptable to the City Attorney, with NANA.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
