A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
BY A FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, PURSUANT TO SECTION
18-92 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED,
AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING, AND
CONFIRMING THE CITY MANAGER'S FINDING OF A SOLE SOURCE;
WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING
PROCEDURES AND APPROVING ENTERING INTO AN AGREEMENT WITH
INTERNATIONAL BUSINESS INFORMATION TECHNOLOGIES, INC. D/B/A
LEFTA SYSTEMS FOR PROCUREMENT OF ITS LAW ENFORCEMENT FIELD
TRAINING APPLICATION ("LEFTA") SOFTWARE, INCLUDING INSTALLATION,
TRAINING, AND THE INITIAL YEAR'S TECHNICAL SUPPORT, IN AN AMOUNT
NOT TO EXCEED $30,750.00, FOR THE MIAMI POLICE DEPARTMENT;
ALLOCATING $30,000.00 FROM OFFICE OF CAPITAL IMPROVEMENT FUND,
AWARD NO. 1426, PROJECT NO. 40-1370182, TASK NO. 5, AND $750.00 FROM
POLICE GENERAL OPERATING FUND, ACCOUNT NO. 00001.190001.554000;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ALL OTHER DOCUMENTS, INCLUDING ANY AMENDMENTS AND
MODIFICATIONS TO THE PURCHASE AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY FOR SAID
PURPOSE.
WHEREAS, the Miami Police Department ("MPD") requires viable resources to monitor
and evaluate the development of new police officer trainees in the Field Training Officer ("FTO")
Program in order to better serve the City of Miami ("City"); and
WHEREAS, International Business Information Technologies, Inc. d/b/a LEFTA Systems
is the sole manufacturer and distributor of the Law Enforcement Field Training Application
("LEFTA") software; and
WHEREAS, the LEFTA FTO Patrol Application is a comprehensive training software
program that monitors the performance of police trainees during their FTO curriculum and their
probationary period; and
WHEREAS, the application will allow MPD's FTO supervisors to quickly evaluate,
identify potential problem areas during the field training, and track the progress of a trainee to
assure he/she has gained sufficient skills and knowledge to operate in the capacity as a solo
officer; and
WHEREAS, pursuant to Section 18-92 of the Code of the City of Miami, Florida, as
amended ("City Code"), the Chief Procurement Officer has made a finding that International
Business Information Technologies, Inc. d/b/a LEFTA Systems, is the sole source provider of
the LEFTA software application for the training of new police officers; and

WHEREAS, the finding of the Chief Procurement Officer have been approved and
adopted as the finding of the City Manager; and
WHEREAS, the City Manager and the Chief Procurement Officer recommend that the
requirements for competitive sealed bidding procedures be waived and that the procurement of
the LEFTA software application be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. By a four-fifths (4/5ths) affirmative vote, pursuant to Section 18-92 of the City
Code, after an advertised public hearing, the City Manager's finding of a sole source is ratified,
approved and confirmed, and the requirements for competitive sealed bidding procedures are
waived.
Section 3. The City Manager is authorized' to enter into an agreement with International
Business Information Technologies, Inc. d/b/a LEFTA Systems, for the procurement of the
LEFTA software, including installation, training, and the initial year's technical support, for an
amount not to exceed $30,750.00, for use by the MPD.
Section 4. Funds, in an amount not to exceed $30,000.00, are to be allocated from the
Office of Capital Improvement Fund, Award No. 1426, Project No. 40-1370182, Task No. 5, and
in the amount of $750.00 from the Police General Operating Fund, Account No.
00001.190001.554000.
Section 5. The City Manager is further authorized' to negotiate and execute all other
documents, including any amendments and modifications to the purchase order, in a form
acceptable to the City Attorney, as may be necessary for said purpose.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 This Resolution shall become effective as specified herein unless vetoed by Mayor with ten (10) days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
