A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
RESTORATION OF VEHICULAR TRAFFIC TO NORTHWEST 7TH STREET
BETWEEN NORTHWEST 1ST COURT AND NORTHWEST 2ND AVENUE,
MIAMI, FLORIDA, TO FACILITATE THE REDEVELOPMENT OF BLOCKS 45
AND 56 WITHIN THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AREA ("CRA") CONSISTENT WITH DEVELOPMENT
AGREEMENTS APPROVED BY THE CRA BOARD FOR THE DEVELOPMENT
LOCATED ON BLOCKS 45 AND 56.
WHEREAS, the City Commission previously approved Resolution No. 86-118 on
February 13, 1986, authorizing the closure of Northwest 7th Street between Northwest 1st Court
and Northwest 3rd Avenue, Miami, Florida, to vehicular traffic in order to facilitate the
development of a pedestrian mall ("Closure Resolution") of Blocks 45 and 56 within the
Southeast Overtown/Park West Community Development area ("CRA"); and
WHEREAS, notwithstanding the City Commission's adoption of the Closure Resolution,
the portion of Northwest 7th Street between Northwest 1st Court and Northwest 2nd Avenue,
Miami, Florida, has remained continuously open to vehicular traffic and provides a reservoir of
on -street parking, managed by the Department of Off -Street Parking of the City of Miami,
referred to as the Miami Parking Authority ("MPA"), which services members of the general
public visiting and parking in the immediate area; and
WHEREAS, on September 12, 2013, the Board of the CRA authorized its Executive
Director to negotiate a development agreement each with Overtown Gateway Partners, LLC
and All Aboard Florida for the development of mixed-use projects on Blocks 45 and 56 within
the CRA; and
WHEREAS, the projects contemplated by the development agreements subsequently
approved by the CRA require the restoration of vehicular access from Northwest 7th Street,
Miami, Florida, to provide for the necessary circulation and ensure the functionality of both of
the proposed projects; and
WHEREAS, the Executive Director of the CRA has requested that the Department of
Public Works initiate the process to restore vehicular access to Northwest 7th Street between
Northwest 1st Court and Northwest 2nd Avenue, Miami, Florida; and
WHEREAS, the City Commission finds that the restoration of the vehicular access to the
above-described portion of Northwest 7th Street, Miami, Florida is in the best interest of the
public and will advance the redevelopment projects of the CRA;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are

adopted by reference and incorporated as if fully set forth in this Section.
Enactment Number: R-16-0539
Section 2. Northwest 7th Street between Northwest 1 st Court and Northwest 2nd
Avenue, Miami, Florida, is hereby reopen to vehicular traffic in order to facilitate and support the
redevelopment of Blocks 45 and 56 as approved by the CRA.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

' If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
