Subject: RFP - Municipal Trolley Operation Srvcs.
Purpose of Item:
The nature of this item is to seek City Commission's approval, authorizing the City
Manager to execute Amendment No. 1 to increase the capacity of RFP Professional
Services Agreement No. 256244 ("PSA") between the City of Miami ("City") and
Limousines of South Florida, Inc. ("LSF"), for the provision of municipal trolley
operations services, by a one-time expenditure amount not to exceed $343,990.00 for
the full implementation of an advanced public transit management technology, inclusive
of real-time global positioning system ("GPS") capabilities for the purpose of outfitting
the City's existing fleet of thirty-four (34) trolley vehicles with such technology. The
newly ordered ten (10) trolley vehicles include factory installation of the upgraded
technology; and an additional annual expenditure amount not to exceed $76,539.00 for
the supporting platform and maintenance services necessary for such upgraded
technology, within all forty-four (44) City trolley vehicles. Funds are to be allocated from
the City's share of the Transit Surtax, for said purpose.
Background of Item:
On January 12, 2012, pursuant to Resolution No. 12-0010, the City Commission
authorized the execution of PSA No. 256244 with LSF for the provision of Municipal
Trolley Operations Services in accordance with the compensation schedule set forth in
Article V of the PSA. As the City prepares to negotiate the renewal terms of its trolley
operations agreement in support of its expanded municipal transportation infrastructure,
the City finds it operationally necessary to upgrade its current computer aided dispatch
and automatic vehicle locator system, by implementing an advanced public transit
management technology, inclusive of real-time GPS capabilities which will track the
location of each trolley vehicle, provide continuous live views of the interior and exterior
of each vehicle, as well as digitally record and download video and data, furnish high
accuracy contactless passenger counter, and deliver audio visual annunciator system
with voice and board display triggered by GPS location of each trolley, in compliance
with Title IV, 23 CFR Part 200. As part of the recommended technology upgrade, a
smart phone application will be developed exclusively for the City's Trolley System, and
the public website will be enhanced and reconfigured. The upgraded technology will
provide the City, as well as LSF, with advanced management and analytical tools to
track a multitude of performance service goals and outcomes, including but not limited
to:
❑ Trolley vehicle speed and location;
❑ Headway analysis capabilities;
❑ Route planning tool;
❑ Estimated time of arrival ("ETA") at next route stop(s); and,
❑ Customized reports, as requested by local, state and federal transportation
administrators, and in support of quantifying services and funds utilized.
The smartphone application will serve as an interactive tool, by which trolley riders will
access dynamic route maps, stops, and continuous ETA for each stop. The application
will interface with both Apple iOS, as well as Android platforms, and will be available
free of charge in the respective application center.
Overall, the City's intent, by upgrading to public transit technology, is to improve system
reliability and positively transform how residents and visitors interact with its transit
system.
The City, through its contractual authority, has fully engaged LSF in the strategic
planning of the technology upgrade, and will hold LSF, as the City's municipal trolley
operations service provider, responsible for such implementation of additional services,
which is mission critical to the operations of the transit system. This path ensures the
efficient operation and maintenance of equipment while maintaining the City's rights to
impose performance penalties in accordance with Section 4.24 of existing PSA, with
LSF.
The City shall own the technology elements described herein, as well as retain
ownership of all equipment purchased and installed in the trolleys and all smart phone
application software and site license for the software use. Amendment No. 1 to PSA,
incorporates all additional services requirements and authorizes the one-time, not to
exceed expenditure amount of $343,990.00 for the full implementation, which includes
acquisition and installation of all equipment, hardware, licensing, as well as, system
inspection, testing, and training services. Additionally, an annual expenditure for the
hosting platform and maintenance services necessary to support the upgraded public
transit management technology on all forty-four (44) trolley vehicles, will not exceed
$76,539.00.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING AN INCREASE TO PROFESSIONAL SERVICES AGREEMENT
("PSA") NO. 256244, WITH LIMOUSINES OF SOUTH FLORIDA, INC. ("LSF"), FOR
THE PROVISION OF MUNICIPAL TROLLEY OPERATIONS SERVICES, FOR THE
OFFICE OF TRANSPORTATION MANAGEMENT ("OTM"), IN A ONE-TIME
EXPENDITURE AMOUNT NOT TO EXCEED $343,990.00 FOR THE
IMPLEMENTATION OF AN ADVANCED PUBLIC TRANSPORTATION MANAGEMENT
TECHNOLOGY SYSTEM WHICH INCLUDES REAL-TIME GLOBAL POSITIONING
SYSTEM ("GPS") CAPABILITIES IN THE CITY OF MIAMI'S ("CITY") EXISTING FLEET
OF THIRTY-FOUR (34) TROLLEY VEHICLES, WITH AN ADDITIONAL ANNUAL
EXPENDITURE AMOUNT NOT TO EXCEED $76,539.00 FOR THE HOSTING
PLATFORM AND MAINTENANCE SERVICES SUPPORTING THE UPGRADED
TECHNOLOGY ON THE EXISTING FLEET; ALLOCATING FUNDS FROM THE CITY'S
SHARE OF THE TRANSIT SURTAX; AUTHORIZING THE CITY MANAGER TO
EXECUTE AMENDMENT NO. 1 TO THE PSA, IN SUBSTANTIALLY THE ATTACHED
FORM; AND FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ALL OTHER DOCUMENTS, INCLUDING ANY AMENDMENTS,
RENEWALS, AND/OR MODIFICATIONS TO THE AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY FOR SAID
PURPOSE.
WHEREAS, pursuant to Resolution No. 12-0010, adopted on January 12, 2012, the City
Commission authorized the execution of Professional Services Agreement ("PSA") No. 256244
with Limousines of South Florida, Inc. ("LSF"), for the provision of Municipal Trolley Operations
Services, on an as needed contractual basis, pursuant to the compensation schedule set forth
in Article V of the PSA; and
WHEREAS, the City of Miami's ("City") Office of Transportation Management ("OTM")
has identified the operational need to equip the City's existing fleet of thirty-four (34) trolley
vehicles, with upgraded public transit management technologies, inclusive of real-time Global
Positioning System ("GPS") capabilities, which will improve the overall accuracy and reliability of
the City's trolley system; and
WHEREAS, it is therefore necessary to execute Amendment No. 1 to the PSA with LSF,
increasing the contract capacity by a one-time not to exceed amount of $343,990.00 for the
implementation of outfitting the City's existing trolley fleet of thirty-four (34) vehicles, with such
capabilities, and allocating an additional annual expenditure amount not to exceed $76,539.00
for the hosting platform and maintenance services necessary to support the upgraded
technologies, as well in the ten (10) newly purchased trolley vehicles; and
WHEREAS, funds are to be allocated from the City's share of the Transit Surtax;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. A capacity increase to the PSA with LSF of a one-time expenditure amount
not to exceed $343,990.00, for the acquisition and implementation of an advanced public transit
management technology inclusive of real-time GPS capabilities, and the allocation of an
additional annual expenditure amount not to exceed $76,539.00, for the hosting platform and
maintenance services necessary to support the upgraded technology within the existing thirty-
four (34) trolley vehicles, as well in the ten (10) newly purchased trolley vehicles, is authorized.
Section 3. Funds to be allocated from the City's share of the Transit Surtax.
Section 4. The City Manager is authorized' to execute Amendment No. 1 to the PSA
between the City and LSF, in substantially the attached form, for said purposes.
Section 5. The City Manager is further authorized' to negotiate and execute all other
documents, including any amendments, renewals, and/or modifications to the agreement, in a
form acceptable to the City Attorney, as may be necessary for said purposes.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
