Prom - Forensic Science Improvement Purpose of Item: It is recommended that the Miami City Commission adopt the attached Resolution, with attachment(s), establishing a new Special Revenue Project entitled: "Fiscal Year 2016 Paul Coverdell Forensic Science Improvement Grant Program," consisting of a grant award from the U.S. Department of Justice, Office of Justice Programs, in the amount of $92,086, to provide funding to purchase a 3-D laser scanner for the City of Miami Police Department's (MPD) Crime Scene Investigation Unit (CSI); authorizing the City Manager to execute the grant agreement, in substantially the attached form, and any other documents in order to implement the acceptance and administration of said grant award. The awarded funding of $92,086, requires a matching amount of $15,800 from the Police General Fund Account Code No.00001.191001.664000.0000.00000 for a total program cost of $107,886. Background of Item: The City of Miami ("City") submitted an application and was awarded a grant, in the amount of $92,086. The Paul Coverdell Forensic Science Improvement Grants Program funding will be used to implement a new state of the art forensic mapping measurement technology system including a 3-D laser scanner, software and its corresponding licenses, and accessories. M PD will cover the training cost with a cash match. The CSI Supervisors in the Unit and the selected CSI Investigators will receive comprehensive training for the 3-D laser scanner and corresponding software, which will culminate in certification. This will ensure proper utilization of the equipment and collection of data. The grant funding period is from January 1, 2017, through December 31, 2017. WHEREAS, the City of Miami ("City") submitted an application and was awarded a grant, in the amount of $92,086.00, from the Paul Coverdell Forensic Science Improvement Grants Program to be used to implement a new state of the art forensic mapping measurement technology system including a three-dimensional ("3-D") laser scanner, software and its corresponding licenses, and accessories; and WHEREAS, required matching funds, in the amount of $15,800.00, to pay for the training costs will be allocated from the the Miami Police Department ("MPD") General Fund Account Code No. 00001.191001.664000.0000.00000; and WHEREAS, the Crime Scene Investigation ("CSI") Supervisors in the Unit and the selected CSI Investigators will receive comprehensive training for the 3-D laser scanner and corresponding software, which will culminate in certification; and and WHEREAS, this will ensure proper utilization of the equipment and collection of data; WHEREAS, said grant is awarded for January 1, 2017 through December 31, 2017; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriate as described below: FUND TITLE: FY 16 Paul Coverdell Forensic Science Improvement Grants Program RESOURCES: U. S. Department of Justice/ Office of Justice Programs $92,086.00 City of Miami's Department of Police Match $15,800.00 APPROPRIATION: Total Program Cost $107,886.00 Section 3. The City Manager is authorized' to execute the grant agreement, in substantially the attached form, and any other necessary documents, in a form acceptable to the City Attorney, in order to implement the acceptance and administration of said grant. Section 4. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
