(a) No later than 30days prior to the date the city commission establishes the
nnUk3gerate for the city, the executive director shall prepare for the approval ofthe board
abudget for the operation ofthe downtown
for the ensuing fiscal year. The budget shall beprepared }nthe
same manner as required of all departments of the city. When approved by the board it,
shall not require approval Ofany officer 0rbody ofthe city other than the city
commission. Nofunds nfthe city may beincluded inthe budget ofthe except

'financed from the following sources and such other sources as may be approved by the
city commission,
