The Miami City Commission will hold a Public Hearing on Thursday,
September 8, 2016 at 9:00 AM, to consider the award of a contract to the
non-profit organization listed below through Anti -Poverty grant funds from
the District 4 share of the City of Miami's Anti -Poverty Initiative Program.
Miami Bridge Youth and Family Services, Inc., an entity that assists youth,
ages 10-17, in crisis with emergency shelter and to consider the City
Manager's recommendations and finding that competitive negotiation
methods are not practicable or advantageous regarding these issues:
• Miami Bridge Youth and Family Services, Inc. - Youth Emergency Shelter
Inquiries regarding this notice may be addressed to Malissa Trevino,
Project Manager for the Office of Community Investment, Office of the City
Manager, at (305) 416-1005.
This action is being considered pursuant to Section 18-85 (A) of the Code
of the City of Miami, Florida as amended (the "Code"). The recom-
mendations and findings to be considered in this matter are set forth in the
proposed resolution and in Code Section 18-85 (A), which are deemed to
be incorporated by reference herein and are available as with the regularly
scheduled City Commission meeting of September 8, 2016 at Miami City
Hall, 3500 Pan American Drive, Miami, Florida.
The Miami City Commission requests all interested parties be present or
represented at the meeting and may be heard with respect to any
proposition before the City Commission in which the City Commission may
take action. Should any person desire to appeal any decision of the City
Commission with respect to any matter to be considered at this meeting,
that person shall ensure that a verbatim record of the proceedings is made
including all testimony and evidence upon which any appeal may be based

NOTICE OF PUBLIC HEARING
As required pursuant to Section 255.20, Florida Statutes, and in accordance with Section 18-85(a) of the
Code of the City of Miami, the Commission of the City of Miami, Miami -Dade County, Florida, will conduct a
public hearing in the Commission Chambers of Miami City Hall, 3500 Pan American Drive, Miami, Florida,
on Thursday, September 8, 2016, at 9:00 A.M., to consider whether it is practical or advantageous and in
the public's best interest to waive competitive sealed bids for the N.E. 41 st Street/Design District, Project
No. B-173600, for right-of-way improvements, consisting of the installation of roadway utilities, including
drainage, water, sanitary, and gas in the right of way, pavers, which include concrete pavers as a perma-
nent surface on sidewalks, street light fixtures, signals, and signage, landscaping and irrigation, and site
amenities, including bike racks and trash cans (the "Right -of -Way Improvements") along N.E. 41st Street
from N.E. 2nd Avenue to N.E. 1st Avenue, Miami, Florida 33137 and authorizing award of the Right -of -
Way Improvements to Oak Plaza Associates, LLC ("Oak Plaza"), a Delaware limited liability company, who
through its contractor, Coastal Construction of Miami Dade County, Inc. ("Coastal"), a Florida corporation
and an appropriately licensed contractor, is uniquely qualified to undertake the Right -of -Way Improve-
ments because Oak Plaza and its affiliates are currently completing similar improvements in the immediate
area of the Miami Design District. The Right -of -Way Improvements are estimated to cost approximately
$750,000.00 to be funded with grant proceeds for this same amount from the State of Florida. The City of
Miami is providing a match in the form of a capital project that benefits the area in enhancements to public
rights-of-way along the adjacent area of N.E. 2nd Avenue between N.E. 42nd Street and N.E. 51st Street,
Design District Improvements, Project No. B-78508. The Right -of -Way Improvements are located within
the Miami Design District.
The City Manager will present written findings to the City Commission which shall contain reasons sup-
porting the conclusion that competitive sealed bidding is not practicable or advantageous to the City, which
findings must be ratified and the contract award approved by an affirmative vote of four-fifths 4/5th of the
City Commission.
The Miami City Commission requests all interested parties be present or represented at the meeting and
may be heard with respect to any proposition before the City Commission in which the City Commission
may take action. Should any person desire to appeal any decision of the City Commission with respect to
any matter to be considered at this meeting, that person shall ensure that a verbatim record of the proceed-
ings is made including all testimony and evidence upon which any appeal may be based (F.S. 286.0105).
