("Coastal"), a Florida corporation and an appropriately licensed contractor, is uniquely qualified to undertake the Right -of -Way Improve- ments because Oak Plaza and its affiliates are currently completing similar improvements in the immediate area of the Miami Design District. The Right -of -Way Improvements are estimated to cost approximately $750,000.00 to be funded with grant proceeds for this same amount from the State of Florida. The City of Miami is providing a match in the form of a capital project that benefits the area in enhancements to public rights-of-way along the adjacent area of N.E. 2nd Avenue between N.E. 42nd Street and N.E. 51st Street, Design District Improvements, Project No. B-78508. The Right -of -Way Improvements are located within the Miami Design District. The City Manager will present written findings to the City Commission which shall contain reasons sup- porting the conclusion that competitive sealed bidding is not practicable or advantageous to the City, which findings must be ratified and the contract award approved by an affirmative vote of four-fifths 4/5th of the City Commission. The Miami City Commission requests all interested parties be present or represented at the meeting and may be heard with respect to any proposition before the City Commission in which the City Commission may take action. Should any person desire to appeal any decision of the City Commission with respect to any matter to be considered at this meeting, that person shall ensure that a verbatim record of the proceed- ings is made including all testimony and evidence upon which any appeal may be based (F.S. 286.0105).
