File Number: 3744 City of Miami Legislation Resolution Enactment Number: R-18-0080 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date:2/22/2018 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO EXAMINE POTENTIAL IMPROVEMENTS OF DATA COLLECTION AND DATA SHARING PROCESSES BETWEEN THE CITY OF MIAMI AND LOCAL MUNICIPAL, COUNTY, STATE, AND FEDERAL LAW ENFORCEMENT AGENCIES FOR THE PREVENTION OF GUN VIOLENCE. WHEREAS, the collection of criminal intelligence within South Florida is a critical component all local municipal, county, state, and federal law enforcement agency's ("LEA") efforts against gun violence; and WHEREAS, the first step in disrupting gun violence plots and preventing attacks is obtaining information about the activities of an individual who displays repeated troubled behaviors that indicate a likelihood of gun violence; and WHEREAS, intelligence collection by LEAs is the first step in combating gun violence, since the big picture emerges only after several pieces of information are combined; and WHEREAS, LEAs possessing different pieces of critical information without more communication will not prevent incidents of gun violence; and WHEREAS, had the Federal Bureau of Investigations, Parkland Police Department, Broward Sheriff's Office, Broward County Public School Board, and social services agencies combined the information in their possession about the an individual, in hindsight, the tragic death of seventeen (17) individuals at Marjory Stoneman Douglas High School may have been prevented; and WHEREAS, in order to protect lives, it is crucial that LEAs not only have an ability to gather intelligence on individuals on the brink of committing gun violence, but also that this information is shared with other LEAs and agencies that possess similar information; and WHEREAS, a centralized database and/or line of communication where all local LEAs can gather and share relevant information about a subject likely to commit an act of gun violence is a significant measure to ensure the safety of the residents of the City of Miami ("City") NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Commission hereby directs the City Manager to examine potential improvements of data collection and data sharing processes between the City and LEAs for the prevention of gun violence. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.' APPROVED AS TO FORM AND CORRECTNESS: 1 Barnaby L. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
