DETERMINE THE ECONOMIC IMPACT OF A PROGRAM THAT PLACES CITY OF MIAMI
POLICE OFFICERS AT ALL MIAMI-DADE COUNTY PUBLIC SCHOOLS LOCATED WITHIN
THE CITY OF MIAMI; FURTHER DIRECTING THE CITY MANAGER TO FORMULATE AN
IMPLEMENTATION PLAN WITH HIS FINDINGS TO BE PRESENTED BEFORE THE CITY
COMMISSION AT THE CITY COMMISSION MEETING SCHEDULED ON MARCH 8, 2018.

A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO DETERMINE THE ECONOMIC IMPACT OF A PROGRAM THAT
PLACES CITY OF MIAMI POLICE OFFICERS AT ALL MIAMI-DADE COUNTY PUBLIC
SCHOOLS LOCATED WITHIN THE CITY OF MIAMI; FURTHER DIRECTING THE
CITY MANAGER TO FORMULATE AN IMPLEMENTATION PLAN WITH HIS
FINDINGS TO BE PRESENTED BEFORE THE CITY COMMISSION AT THE CITY
COMMISSION MEETING SCHEDULED ON MARCH 8, 2018.
WHEREAS, on February 14, 2018, a 19 -year-old man gunned down students and staff
with a high-powered rifle at Marjory Stoneman Douglas High School in Parkland, Florida killing
seventeen (17) unsuspecting students and adults; and
WHEREAS, less than two (2) months into 2018, there have been eight (8) school
shootings in the United States; and
WHEREAS, the health, safety and welfare of the students attending schools in the City
of Miami ("City") has become one of the City's highest priorities; and
WHEREAS, students and school employees attending public schools located in the City
should feel safe from gun violence incidents at schools so that they can thrive in an enriching
and respectful environment; and
WHEREAS, the responsibility for preventing gun violence incidents in public schools
located in the City cannot be relegated to the School Board of Miami -Dade County alone; and
WHEREAS, it is the desire of the City Commission to prioritize the protection of students
and school system employees by implementing a program that places City police officers in
Miami -Dade County Public Schools in the City in the interest of public safety; and
WHEREAS, the City Manager is directed to prepare a report containing his findings as to
the economic impact and implementation plan to the City for a pilot program that places a sworn
officer including retired police officers in all Miami -Dade County Public Schools located within
the City and an implementation plan, as well as any recommendations to address any concerns,
if any, to present to the City Commission at the City Commission Meeting scheduled on March
8, 2018;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is directed to prepare a report to determine the economic
impact and implementation plan for commencing a pilot program that places a sworn retired or
current City police officer at all Miami -Dade County Public Schools located within the City.
Section 3. The City Manager is further directed to formulate an implementation plan as
well as any recommendations to address viability concerns to present to the City Commission at
the March 8, 2018 City Commission Meeting.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
