HomeMy WebLinkAboutR-16-0378Vop City of Miami Legislation < U R �O Resolution: R-16-0378 File Number: 16-00974a City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 7/29/2016 A RESOLUTION OF THE MIAMI CITY COMMISSION, BY FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDING THAT COMPETITIVE NEGOTIATION METHODS AND PROCEDURES ARE NOT PRACTICABLE OR ADVANTAGEOUS, PURSUANT TO SECTION 18-85(A) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED; WAIVING THE REQUIREMENTS FOR SAID PROCEDURES; AUTHORIZING THE ALLOCATION OF GRANT FUNDS FROM THE DISTRICT 3 SHARE OF THE CITY OF MIAMI'S ("CITY") ANTI -POVERTY INITIATIVE ("INITIATIVE"), IN AN AMOUNT NOT TO EXCEED $25,000.00, TO THE LITTLE HAVANA ACTIVITIES & NUTRITION CENTERS OF DADE COUNTY, INC., FOR THE ELDERLY MEALS ASSISTANCE PROGRAM ("PROGRAM"); AUTHORIZING THE ALLOCATION OF GRANT FUNDS FROM THE DISTRICT 4 SHARE OF THE CITY'S INITIATIVE, IN AN AMOUNT NOT TO EXCEED $25,000.00, TO THE LITTLE HAVANA ACTIVITIES & NUTRITION CENTERS OF DADE COUNTY, INC., FOR THE PROGRAM, FOR A COMBINED TOTAL AMOUNT NOT TO EXCEED $50,000.00; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS NECESSARY, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, the City of Miami ("City") has a large senior population; and WHEREAS, the State of Florida and the federal government have reduced funding to senior facilities and communities; and WHEREAS, despite loss of funding, the unmet needs of the City's senior community continues unabated and assistance is necessary; and WHEREAS, pursuant to Resolution No. 15-0416, the adopted 2015-2016 budget includes an allocation earmarked to fund the City's Anti -Poverty Initiative ("Initiative"); and WHEREAS, the City Commission advertised on July 14, 2016 that a possible allocation of Initiative funds to assist the provision of meals to its senior residents might take place at the July 28, 2016 City Commission meeting; and WHEREAS, the City Commission wishes to allocate grant funds from the District 3 share of the Initiative to the Little Havana Activities & Nutrition Centers Of Dade County, Inc. for Elderly Meals Assistance ("Program"), in an amount not to exceed $25,000.00; and WHEREAS, the City Commission wishes to allocate grant funds from the District 4 share of the Initiative to the Little Havana Activities & Nutrition Centers Of Dade County, Inc. for the Program, in an amount not to exceed $25,000.00, for a total combined amount not to exceed $50,000.00; City of Miand Page 1 of 2 File Id. 16-00974a (Version: 1) Printed On: 5/18/2018 File Number: 16-00974a EnactmentNnmber: R-16-0378 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized {1} to allocate grant funds from the District 3 share of the Initiative, in an amount not to exceed $25,000.00, to the Little Havana Activities & Nutrition Centers Of Dade County, Inc. for the Program. Section 3. The City Manager is authorized {1} to allocate grant funds from the District 4 share of the Initiative, in an amount not to exceed $25,000.00, to the Little Havana Activities & Nutrition Centers Of Dade County, Inc. for the Program. Section 4. The City Manager is authorized {1} to negotiate and execute any and all documents necessary, in a form acceptable to the City Attorney, for said purpose. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} This Resolution shall become effective as specified herein unless vetoed by the Mayor within ten (10) days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission or upon the effective date stated herein, whichever is later.
