HomeMy WebLinkAboutR-16-0365Vop City of Miami W F .. * 15611is,F 1:A111 *'Ir Legislation i 0 R �O Resolution: R-16-0365 File Number: 16-00694 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 7/29/2016 A RESOLUTION OF THE MIAMI CITY COMMISSION COMPUTING A PROPOSED MILLAGE RATE FOR THE CITY OF MIAMI, FLORIDA ("CITY"), FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2016 AND ENDING SEPTEMBER 30, 2017; DIRECTING THE CITY MANAGER TO SUBMIT SAID PROPOSED MILLAGE RATE AND ROLLED -BACK RATE TO THE MIAMI-DADE COUNTY PROPERTY APPRAISER AND TAX COLLECTOR TOGETHER WITH THE DATES, TIMES AND PLACE OF THE PUBLIC HEARINGS AT WHICH THE CITY COMMISSION WILL CONSIDER THE PROPOSED MILLAGE RATE AND THE CITY'S TENTATIVE BUDGET FOR SAID FISCAL YEAR. WHEREAS, Section 200.065, Florida Statutes (2016), sets forth the method for fixing a millage rate; and WHEREAS, on July 1, 2016, the Miami -Dade County Property Appraiser, pursuant to Section 200.065(1), Florida Statutes (2016), certified to the City of Miami ("City") the taxable value within its jurisdiction; and WHEREAS, prior to levying a millage, the City is required to prepare a tentative budget and compute a proposed millage rate necessary to fund the tentative budget other than the portion of the budget to be funded from sources other than ad valorem taxes; and WHEREAS, the City, within thirty-five (35) days of certification of the taxable value, must advise the Property Appraiser of its proposed millage rate, rolled back rate, and the date, time and place at which a public hearing will be held to consider the proposed millage rate and the tentative budget; and WHEREAS, the proposed millage rate submitted to the Property Appraiser is not binding but is necessary for the purpose of preparing the Notice of Proposed Property Taxes, commonly referred to as a "TRIM notice"; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. A proposed millage rate for the City, for the Fiscal Year beginning October 1, 2016 and ending September 30, 2017, is hereby computed as follows: General Operating 7.6465 Debt Service 0.6435 Total Millage Rate 8.2900 Section 4. The City Manager is hereby directed to submit forthwith the rolled -back rate and proposed millage rate for the City to the Property Appraiser and Tax Collector together with the dates, times and place at which the City Commission will hold public hearings to consider the proposed millage rate and the City's tentative budget for said fiscal year as follows: September 6, 2016 at 5:05 P.M. and September 20, 2016 at 5:05 P.M. in the Commission Chambers at City Hall, 3500 Pan American Drive, Dinner Key, Miami, Florida. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {1 } Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
