Dear Director Garcia:
Our office represents Miami Riverview Apts., Inc., a Florida corporation ("Applicant"), the
owner of that certain parcel of property located at 2501/2507 N.W. 16' Street Road, Miami, FL
("Property")
This Letter of Intent is a part of, and supplements, that certain Rezoning Application ("Rezoning
Application") submitted by Applicant to the City of Miami ("City") for consideration and
approval.
The Rezoning Application requests a change in the zoning designation of the Property from T5 -L
to T6 -8-L. The request is for successional zoning as provided by Section 7.1.2.8(3) of the Miami
21 Zoning Code ("Miami 21").
The Property
The Property is 5 -acre parcel of land, rectangular in shape, with approximately 558 feet of
frontage on the North Fork of the Miami River and approximately 577 feet of frontage on N.W.
16th Street Road. Please see the enclosed Map of Boundary and Topographic Survey prepared
by Jose A. Diaz P.S.M. dated 510412015.
The Property is currently improved with an existing 3 -story residential rental apartment building
built in 1973, containing 245 apartment units. The units are all 1 bedroom, 1 bath and most are

approximately 600 square feet in size. The apartment complex was once a Miami -Dade HUD
elderly housing project whose use: was abandoned after the _property fell into disrepair:
Applicant purchased the unoccupied Property at public auction in the year 2000 and rehabilitated
it.
Notwithstanding the expensive improvements and maintenance to the Property .over the last 15
years, the existing apartment complex has outlived its usefulness and functionality. The
purpose of the Rezoning Application is to permit the development of a modern, urban residential
environment as envisioned by .Miami 21, the Miami River Master Plan, the Miami River
Greenway Regulatory Design Standards and current development trends in the area..
Justifications
At 5 acres the Property is one of the largest properties under single ownership on the Miami
River. Its size and rectangular shape provide unique opportunities for enhanced design and
functionality. The Property is located approximately 30.0 feet east of the intersection of N.W.
27"' Avenue and N.W. 16th Street Road and Iess than '/Z mile from the 836 Expressway.
Northwest 27t1' Avenue is a section -line road with multiple commercial establishments and an
important connector road to the 836 Expressway and to the commercial/warehouse/industrial
area north of the Miami River, The Property has easy access to Downtown Miami, the Miami
Civic Center area, Miami International Airport and other important employment centers.
Attached as Exhibits A=1 to A-2 are aerial photographs of the Property and the: approximate
distances to these areas.
Abutting the Property to the immediate west is property with a land use designation of Restricted
Commercial ("RC") and zoned T6-8-0 ("West Abutting Property"..). The West Abutting Property
is 1.68 acres in size and was developed with 250 residential units in 2014, at a density of 149
units per acre and a height of 8 stories. If approved; the Zoning Application would establish on
the Property the lesser T6 -8-L zoning classification. This zoning classification would create a
.reasonable transition between the Property and the properties along its east boundary, described
below.
Abutting the Property to the immediate east is a property with a land use designation of Medium
Density Restricted. Commercial ("MDRU) and a T5 -L zoning classification ("East Abutting
Property"). The East Abutting Property is 2,68 acres in size and was developed with 175
residentialunits in 2006, at a density of 65 units per acre and a height of 6 stories. Immediately
to the east of the East Abutting Property are properties. designated Industrial and zoned D -3z and
developed with varying marine industrial uses.

The Property is located within the Durham Park/West Little Havana infill area of the Miami
River Corridor Urban Infill Plan, which has experienced a net loss of waterfront industrial
property in the past. As the Property has been used for multifamily residential for many years,
the requested increase in density attributed to the change from T5 -L to T6 -8-L would relieve the
pressure to convert the dwindling inventory of waterfront industrial land to residential.
To the south of the Property, across N.W. 16t1i Street Road, are properties designated Medium
Density Multi -Family Residential ("MDMFR") and zoned T5 -R. These properties are of varying
sizes and densities and do not -follow a well-developed or organized pattern. They are the
remnants of an older development scheme. Among these properties is a vacant parcel currently
owned by the Miami -Dade County Housing Agency.
Attached as Exhibits B, C, D and E are photographs of the Property, adjacent properties and
surrounding area and developments.
As one of the largest river -front properties under single -ownership in the area the Property offers
a unique opportunity to convert and old, obsolete public housing structure to a well-designed and
functional. multifamily residential development under the requested T6 -8-L designation. Miami
21 features and criteria, as well as compatible design standards under the Miami River Master
Plan and the Miami River Greenway Regulatory Design Standards will insure continued
development of important river -front properties as envisioned by the City.
The proposed Rezoning Application are compatible with the density and types of uses existing in
the area, addresses the needs of this dynamic neighborhood by providing a varied mix of
.residential uses and amenities and protects against further erosion of waterfront industrial uses
on the river.
Based on the above justifications Applicant respectfully requests favorable consideration and
approval of the Rezoning Application.

Zoning Application
This Zoning Analysis is provided pursuant to. Section 1.1.2.8(c) (2) (g) of the Miami 21 Zoning
Code.
Miami. Riverview'Apts.,. Inc. ("Applicant") has submitted an application ("Rezoning
Application") to rezone that certain parcel of property located at 2501 and 2507 NW 16" Street
Road, Miami ("Property") from its current zoning designation of T -SL to T6 -8-L,.
Attached as Exhibits A- 1 to A-3 to this Zoning Analysis is an aerial photograph of properties
within a t12 mile radius of the Property, as. well as photographs of building elevations on both .side
of the Property extending three hundred (300) feet beyond all boundaries of the site.
The Property
The Property is located on the south side of the Miami River, in an area referred to as the
Durham Park/West Little Havana infill area of the Miami River Corridor Urban Infill Plan.
The Property is currently zoned TS -L and designated Medium Density Restricted Commercial
("MDRC") in the City of Miami Comprehensive Neighborhood Development Plan ("Land Use
Plan").
The Property is.5=acre parcel of land, rectangular in shape, with approximately 558 feet of
frontage on the North Fork of the Miami River and approximately 577 feet of frontage on N.W.
10 Street Road.
Area west of the Property, south of Miami River
Abutting the Property to the immediate west is a 2 -acre. parcel fronting on the Miami River
developed with 250 residential rental units within an 8 -story building, with a land use
designation of Restricted Commercial ("RC") and a zoning classification of T6-8-0. Beyond
this parcel to the west, on the south side of the Miami River, and within the 1/z mile radius, are
properties with a mix of residential, commercial and industrial uses under the RC, TO8-0 and
Light industrial designations. Most of these properties are west of NW` 27th Avenue, which is
located approximately 300 feet west of the Property.
Other properties within the %2 mile radius west of NW 27th Avenue, south of the Miami River
and extending south to the 836 Expressway contain a mix of RC; Single Family Residential, and
Duplex Residential land use designations, with corresponding T6-8-0, T3-0 and T3 -L zoning
classifications.
Area east of Property, south of Miami River
Abutting the Property to the immediate east is 2.68 acre parcel fronting on. the Miami River
developed with 175 residential condominium units within a &story building,, with a land use
designation of Medium Density .Restricted Commercial ("MDRC") and a zoning classification of
T5 -L. Beyond this parcel to the east, on the south side of the Miami River, extending to
approximately NW 22 Avenue and within the Y2 mile radius, is a large swath of properties with.
a land use designation of Industrial and zoned D-3, and developed with varying marine industrial
uses.
Other properties within the % mile radius, east of NW 27th Avenue, south of the Miami River
and extending south to the 836 Expressway contain a mix of Industrial, Light Industrial, Duplex
Residential, General Commercial, Medium Density Residential Commercial and Recreation
land use designations, with corresponding D3, Dl, T5 -R, T4 -L, T3 -0 and CS zoning
classifications.
Area east of NW 27th Avenue, north of Miami River
Within the Vz mile radius the area east of NW 27"' Avenue, north of the Miami River, extends to
approximately NW 23`d Street. This area is characterized by a mix of Industrial, Light
Industrial, Duplex Residential, Medium Density Multifamily Residential, General Commercial
and Medium. Density Restricted Commercial, with corresponding D3, D2, T6 -8-b, T5 -R, T4 -L,
T3-0 and CS zoning classifications.
Area west of NW 27th Avenue, north of Miami River
Within the '/2 mile radius the area west .of NW 27th Avenue, north of the Miami River, contains
only 3 individual parcels of property within City of Miami, limits, the rest being unincorporated
Miami -Dade County. The .City of Miami parcels have Light Industrial land use designationand
a D1 zoning classification.
Character of surrounding area
The immediate area within 300 feet of the Property is characterized by the numerous uses and
varying degrees of densities and intensities associated with a patchwork of residential,
commercial and industrial. zoning designations. The Property is located within an area
commonly known as Musa Isle (also Durham Park/West Little Havana), whose original plat
dates to 1.922.
The surrounding properties north and south of the Miami River, includinK the commercial strip
along NW 27th Avenue and the industrial/commercial area along NW 20t Street, reflect the
growing pains of a relatively young city.
Attached are photographs of the buildings within 300 feet of the Property.
The two newest and best designed. developments in the area are the properties to the immediate
east and west of the Property, both residential projects on the Miami River, To the east is the 6 -
story River Run Condominium, built in 2006, and to the west the 8 -story Miami Riverfront
Apartments, completed in 2014. Across the Miami River to the north is the 10 -story lsla de
Mar condominium, built in 1974. The allowable height and residential density under the
proposed T6 -8-L zoning classification for the Property would be compatible with the
surrounding waterfront properties.
Smaller one and two story condominiums, apartment buildings and single family homes are
scattered south of NW 16`t' Street Road, having been developed in. the last 60 years,

applicable. The following comments were generated based on the Office of Planning's staff discussion
of a proposed rezoning pre -application conference on December 4, 2015.
This application has been reviewed based on the following:
GENERAL INFORMATION:
Property description:
The subject property of approximately 229,126 square feet containing a three story multi -family
building constructed in 1973.
Purpose/Request:
The owner proposes a rezoning of two of lots from T5 -L "Urban Center Transect Zone — Limited"to
T6 -8-L "Urban Core Transect Zone— Limited".
Criteria
A Rezoning, pursuant to Miami 21 Article 7, Section 7.1.2.8, to allow an Amendment to Miami 21
Code through a rezoning request from T5 -L to T6 -8-L for properties located approximately at
2501/2507/2525 NW 16 Street Road..
The. Office of Planning confines the applicant may submit an application of rezoning with the
following conditions:
1. The proposed rezoning also requires a Future Land Use amendment from Medium Density
Restricted Commercial to Restricted Commercial,
2; If the applicant intends to proffer a Restrictive Covenant associated with the rezoning request,
the covenant must be submitted with the rezoning application.
3. The rezoning application deadline its January 15, 2016,

During our Pre -application meeting on June 4, 2015, the following request was presented:
A rezoning per Article 7, Section 7.1.2.8 (a) (3), to allow the successional rezoning of land. The
proposal is to change the zone the subject lots from T5 -L to T6 -8-L; and a Land Use change from
Medium Density Restricted Commercial to Restricted Commercial to correspond with the
proposed rezoning.
Based on the request, staff has prepared the following comments. Please nate, said comments are not
to be construed as a recommendation of approval or support of the proposal.
Staff's comments are as follows:
1. The deadline to submit a complete Rezoning and Land Use Change application is July 17, 2015.
Contact Ms. Christine Hwa, Hearing Boards Coordinator via e-mail at: CHwa@Miamigov.com or
by phone at 305-416-2031 for an appointment to submit the application.
a. Any restrictive covenant associated with the request, shall be submitted with the
application package.
2. Provide a letter of intent in accordance to Article 7, Section 7.1.2.8 (c) 2, schedule of outreach
meetings with the community, and a massing plan.
3. Include the acreage proposed to be rezoned on the survey.
4. A school concurrency letter is required; please contact the Hearing Boards Department at
305.416.2030 with any question concerning the concurrency process.

5. A Unity of Title in recordable form is required for the proposed rezoning of the subject lots.
6. Provide a flash drive with all application materials.
7. A Traffic Study may be required upon further review of the submitted documents.
Be Advised: The Planning and Zoning Department reserves the right to make recommendations
pertaining to which Transect Zone will yield the most coherent zoning pattern in the context of the
immediate vicinity. Consequently, the City of Miami reserves the right to comment on the proposal as
more information is provided and may revise previous comments based on this supplementary
information.
The Department reviews proposals based on Miami 21 and the City Code. Furthermore, the proposed
Rezone and Land Use Change is subject to review and compliance with the requirements of all City
departments, as applicable.
