HomeMy WebLinkAboutR-16-0346Vop City of Miami Legislation < U R �O Resolution: R-16-0346 File Number: 16-01060 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 7/20/2016 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO CONDUCT A STUDY TO ASSESS THE FEASIBILITY OF WHETHER THE CITY OF MIAMI'S ("CITY") MARINAS DIVISION SHOULD OPERATE, DEVELOP, AND MANAGE A NEW CITY MARINA ON VIRGINIA KEY AS DESCRIBED HEREIN. WHEREAS, the City of Miami ("City") aims to provide its residents, visitors, and guests with all expected municipal services as well as the opportunity to engage in recreational, sporting, and hobbyist activities through the provision of facilities for said activities; and WHEREAS, recreational boating, fishing, sailing, rowing, and canoeing have all been part of the City's history dating back to Commodore Ralph Munroe, who was an avid boat builder, sailor, and naturalist; and WHEREAS, the City's marinas are provided for and recognized in Chapter 50, Article V of the Code of the City of Miami, Florida, as amended ("City Code"), entitled "City Marinas"; and WHEREAS, Section 50-221 of the City Code provides, in part, that the "City marinas have been designed and built by the City primarily in order to afford the local and cruising yachtsmen appropriate facilities and accommodations, and secondarily to provide convenient and appropriate commercial vessel facilities for the pleasure and service of both citizens of Miami and tourists," and provides that "the berthing, docking, anchoring or mooring of vessels, and other activities and operations at City marinas shall be in conformance with reasonable regulations of the City Manager"; and WHEREAS, the City, by and through its Marinas Division, successfully operates Miami Miamarina near Bayside, Dinner Key Marina, and Marine Stadium Marina, as well as mooring facilities within the City; and WHEREAS, the City Commission directs the City Manager, with the full use of the City's resources at the City Manager's disposal, to undertake a study and report back to the City Commission whether the City, through its own staff and personnel, would find it economically and operationally viable to operate, develop, and manage a new City Marina, inclusive of a modern state of the art marina and restaurant destination inclusive of an ancillary ship's store facility for City residents, tourists, patrons, guests, and visitors at combined City -owned properties consisting of approximately 26.65 acres located at 3301, 3605, 3501, 3311, and 3511 Rickenbacker Causeway, Virginia Key, Miami, Florida, inclusive as to whether it would be feasible for the City itself to undertake this enterprise; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miand Page 1 of 2 File Id. 16-01060 (Version: 1) Printed On: 5/16/2018 File Number: 16-01060 Enactment Number: R-16-0346 Section 1. The recitals and finding contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to conduct a study to assess the feasibility of whether the City's Marinas Division should operate, develop, and manage a new City marina on Virginia Key as described herein. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {1} Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
