On behalf of Miami -Dade County Public Schools (M-DCPS), I am pleased to write this letter in
support of the Lotus Village Redevelopment Project. It is my understanding that this project will
redevelop the existing Lotus House site, with additional adjacent plots purchased, extending our
current capacity of over 225 women, youth and children per day to over 490.

On behalf of the Miami -Dade County Homeless Trust, the lead agency for Miami-Dade's
Continuum of Care (CoC), we are writing in support of Lotus House's proposed Lotus
Village, an expansion of Lotus House's already successful emergency housing program
dedicated to improving the lives of homeless women, children and youth. Lotus House
has been a trusted provider since 2008, serving high special needs individuals and
families. More than just an emergency shelter offering temporary housing, Lotus House
provides comprehensive wrap-around services to repair lives riddled with severe trauma.
Through the Homeless Trust's Coordinated Outreach and Assessment Process, it's fair
to say that many of our community's most challenged homeless women, children and
youth are referred to Lotus House — mothers and children with multiple, complex needs.
Lotus House successfully addresses the issues that lead to homelessness by allowing
those who reside with them heal, learn, grow and realize their full potential.
The Trust is particularly mindful of the important role Lotus House plays in our continuum
as we work to meet the goal of ending Family & Youth Homelessness by 2020. To get
there, we'll need resources that extend far beyond the Homeless Trust, and partnerships
with advocates and funders whose passion and mission complement our own. Only then
will we realize meaningful, long-term outcomes.
We support Lotus House's expansion request and ask for your support of the Lotus
Village application and project.
Sincerely,

I writing you to express my full support for the proposed "Lotus Village" project.
As the Public Defender for Miami -Dade County, I am keenly aware of the
significant challenges many women with children face due to lack of safe, adequate
housing. I can also attest to the fact that many of my clients suffer the effects of
homelessness. It is particularly acute for women with children. The expansion of Lotus
House through the Lotus Village Project will provide the needed additional capacity to
serve homeless women and children within our community. The additional capacity and
related services provided will serve not only the homeless, but also our entire
community as well through the reduction in the costs associated with the victimization of
homeless women and children.
I urge you to approve the Lotus Village application and project.

Dear Commissioners, Board Members, and Other Government
Officials,
On behalf of the Institute of Contemporary Art, Miami, I am writing
in support of the proposed Lotus House Village development
project. ICA Miami is proud to have worked collaboratively with the
Lotus House for many years, as it is one of the most progressive
rehabilitation centers in our region. The Lotus House not only offers
critical housing to women in need, but also works relentlessly to the
increase the self-esteem, critical thinking skills, and economic
opportunities available to its residents.
The Institute of Contemporary Art, Miami offers the South Florida
community a place to understand and learn about contemporary
visual art, while promoting the exchange of art and ideas
throughout our region. Lotus House has long been a core
participant in the museum's ongoing outreach initiatives — and this
past summer we worked with residents at Lotus House to put on a
special exhibition at the museum that aimed to empower the social,
cultural, and gender -specific identities of its participants.
We fully support the proposed re -zoning plan for the Lotus
House Village project, which will allow the organization to expand
its current facilities and provide increased capacity for Lotus House
to offer housing for women, youth and children experiencing
homelessness. The project will also provide a dedicated and
dynamic space to expand the organizations programmatic offerings
- allowing participants to continue to explore their own creativity,
further develop their sense of self and continue to be active and
vital members of our community. The Lotus Village project will be
extremely beneficial to those in need, and the community as a
whole.

By way of introduction, eleven or so years ago I built the Overtown
Youth Center, a $2.5 million cost to me, to provide afterschool
activities for children in the Overtown community. It is now run by the
Alonzo Mourning Foundation.
It gives me great pleasure to support the Lotus Village Project on
behalf of the Martin Z. Margulies Foundation. We have supported
them for the last eight years and this is a tremendous step in
eliminating homelessness in our community by a tireless woman,
Constance Collins, who is smart and energetic. After seeing the
results of what she has done firsthand, this will be a great addition to
the Overtown community giving the resident's a health clinic and a
children's wellness center. We expect that this will be a national model
for homelessness throughout the country.
We ask for your approval for this application so we can move forward
and start construction within the next few months.

All of our Local Government Officials
Dear Commissioners, Board Members, and Other Government Officials,
My name is Dr. John Davies, and I am writing in support of the proposed Lotus Village project. For the
last two years students in the Upper School at Miami Country day school have been serving as
volunteers at Lotus House. Their work includes reading to small children and tutoring and helping some
of the older students with homework. Working with their faculty advisor our student volunteers help
organize special celebrations for the families at Lotus House during Christmas, Thanksgiving and other
holidays.
Miami Country Day is very proud to be able to work collaboratively with Lotus House. For nearly a
decade this very special organization has done amazing work with women and children in transition.
Lotus House successfully addresses the issues leading to homelessness with a unique, holistic approach
offering sanctuary, support, education and resources needed for individuals and families who are
amongst the most fragile and needy in our community to heal, learn, grow and build the foundation for
a better way of life. The growth over this time to include multiple facilities attests to the success of the
Lotus House mission. As further evidence of the success of this program, in 2013 the Miami Dade
County Homeless Trust selected the foundation that oversees Lotus House to renovate and operate an
additional residential facility in the area to provide housing for up to 14 women and children.
I fully support the Lotus Village project. When completed it will provide much needed additional
capacity for Lotus House and women, youth and children experiencing homelessness as well as
expanded support services such as a health clinic and children's wellness center serving Lotus House and
its Overtown neighborhood.
Thank you for your consideration in support of the Lotus Village application and project.

Dear City of Miami Commissioners:
BUSINESS

DISTRICT
I am writing this letter on behalf of the Wynwood Business Improvement District's
Board of Directors which represents over 400 Properties in the Wynwood Area. At the
Board's, regularly -scheduled meeting on July 13, 2016 a motion was unanimously
approved to support the Lotus Village Project.
For nearly a decade, Constance Collins and Lotus House have provided shelter
with comprehensive services to women, youth and children experiencing
homelessness, while providing a safe home on a daily basis. The redevelopment of
Lotus House facilities will provide increased shelter capacity and will enable the
expansion of support services desperately needed for homeless women, youth and
children throughout Miami.
For all of these reasons, the Board fully supports this project.

churches in Miami and throughout our history we have been committed to working for
social justice and to help our surrounding community. We have been especially pleased
