A RESOLUTION OF THE MIAMI CITY COMMISSION SUPPORTING A STUDY FOR
THE IMPLEMENTATION OF TEXT -TO -911 TECHNOLOGY SERVICES FOR THE
CITY OF MIAMI PUBLIC SAFETY ANSWERING POINTS, AS A SAFE AND
PRACTICABLE ADDITIONAL OPTION, TO ASSIST RESIDENTS, BUSINESSES,
AND VISITORS WHO ARE IN AN EMERGENCY.
WHEREAS, public safety and the preservation of life are of the upmost importance to the City of
Miami and its residents, businesses, and visitors; and
WHEREAS, recent tragedies throughout the country have led to the need for alternative methods
of communication in emergency situations; and
WHEREAS, those in peril and in need of assistance from both law enforcement and fire rescue
may find themselves in a situation where making a telephone call can be threatening to that
individual's well-being or security; and
WHEREAS, text -to -911 services provides an ability to send a short message (SMS), or other kind
of text messages, to 911 call centers, known as a Public Safety Answering Point ("PSAP"), in
emergency situations; and
WHEREAS, since May 2014, the four largest wireless carriers, AT&T, Sprint, T -Mobile, and
Verizon, adopted measures within their companies to make texting to 911 possible in areas where
911 call centers have been prepared to receive texts; and
WHEREAS, such a function would allow for 911 emergency dispatchers to receive text messages
from those in emergency situations if a voice call to 911 might otherwise be dangerous or impossible;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission directs the City Administration to conduct a study examining the
implementation of text -to -911 technology services for the City of Miami public safety answering points,
as a safe and practicable additional option for residents, businesses, and visitors to the City of Miami
when in an emergency.
Section 3. This Resolution shall become effective upon its adoption and signature of the Mayor.

Enactment Number: R-16-0339
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
