Officers wanted to create a positive way to keep youth active, and off the streets during their summer break. In an effort to continue and expand the work that the City's police officers started, and amid a surging crime rate in Liberty City, the Department of Community Investment ("Department") initiated an eight- week, at -risk youth slimmer program. through the Tacolcy Center ("Tacolcy"). Tacolcy is a vital and unique partner in the delivery of community services in Liberty City. Due to an existing partnership with Tacolcy, the Department believed an agreement was not subject to competitive bidding requirements. Although no written contract has been finalized, Tacolcy agreed to perform the contract pending its execution. Since the program. is currently underway, it is impractical to do a request for proposals or utilize another method of soliciting competitions. The City Manager's Office determined that approximately fifty (50) children would be displaced for the summer, if the City does not continue this program. The total amount requested, inclusive of any retroactive payments, is $53,000.00, from the City Manager's Reserve.. Page 2 of 2
