RE: RECOMMENDATIONS AND FINDINGS TO WAIVE COMPETITIVE NEGOTIATION
PROCEDURES PER CITY CODE FOR THE SUMMER READ PROGRAM AT BELAFONTE

BACKGROUND
The Department of Community Investment ("Department") initiated an eight-week, at -
risk youth summer program through the Tacolcy Center ("Tacolcy"). The Tacolcy
Center is a vital and unique partner in the delivery of community services in Liberty
City. Due to an existing partnership with Tacolcy, the Department believed an
agreement was not subject to competitive bidding requirements. Although no written
contract has been perfected, Tacolcy agreed to perform the contract pending its
execution.
RECOMMENDATION
Since the program is currently underway, it is impractical to do a request for proposals
or utilize another method of soliciting competitions. In addition, approximately 50
children would be displaced for the summer, if the City does not continue this program.
The Department respectfully requests the City Manager find competitive negotiation
methods and procedures as not practicable or advantageous, pursuant to Section 18-
85(a) of the City Code. The total amount requested, including the $13,000.00 retroactive
payment, is $53,000.00.
