HomeMy WebLinkAboutLegislation- City of Miami City Hall A ,- cit 3500 Pan American r"Miami, Drive AP PI FL 33133 IMC6" 960.Ti Legislation vww.miamigov.com Resolution File Number: 16-00693 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ADDING CAPITAL PROJECTS TO THE FISCAL YEAR 2015-16 MULTI-YEAR CAPITAL PLAN PURSUANT TO RESOLUTION NO. 15-0394, ADOPTED SEPTEMBER 10, 2015, AS SUBSEQUENTLY AMENDED BY RESOLUTION NO, 15-0416, AND RESOLUTION NO. 15-0424, BOTH ADOPTED SEPTEMBER 24, 2015, RESOLUTION NO. 15-0463, ADOPTED OCTOBER 22, 2015, RESOLUTION NO. 15-0547, ADOPTED DECEMBER 10, 2015, RESOLUTION NO, 16-0021, ADOPTED JANUARY 14, 2016, AND RESOLUTION NO. 16-0234, ADOPTED MAY 12, 2016, AND REVISING CURRENT APPROPRIATIONS AMONG APPROVED PROJECTS; FURTHER DE -APPROPRIATING ONE PROJECT AND TRANSFERRING THE ASSOCIATED FUNDING BACK TO THE GENERAL FUND FOR TRANSFER OUT FOR NEW APPROPRIATIONS AND TRANSFERS OUT TO OTHER GOVERNMENTAL AND COMMUNITY ENTITIES; FURTHER APPROPRIATING AND RE -APPROPRIATING FUNDING FOR THE EXISTING AND ADDED PROJECTS; RATIFYING, APPROVING, AND CONFIRMING CERTAIN NECESSARY ACTIONS BY THE CITY MANAGER AND DESIGNATED CITY DEPARTMENTS IN ORDER TO UPDATE THE RELEVANT FINANCIAL CONTROLS AND COMPUTER SYSTEMS IN CONNECTION THEREWITH AND GRANTS IN PROGRESS. WHEREAS, except for such changes as set forth herein below, all previous appropriations remain authorized to continue previously approved capital projects (new, revised, and continued projects being collectively, the "Projects") according to the Fiscal Year 2015-16 Multi -Year Capital Plan pursuant to Resolution No. 15-0394, adopted September 10, 2015, as subsequently amended by Resolution No. 15-0416 and Resolution No. 15-0424, both adopted September 24, 2015, Resolution No. 15-0463, adopted October 22, 2015, Resolution No. 15- 0547, adopted December 10, 2015, Resolution No. 16-0021 adopted January 14, 2016, and Resolution No. 16-0234, adopted May 12, 2016 (collectively, the "Plan"); and WHEREAS, two (2) municipal capital project de -appropriations of contributions from General Fund dollars are being established to reduce the Mayor's Parks, Street and Light Improvements Project 40-1340710: (1) in the amount of $200,000.00, such $200,000.00 previously authorized to return to the General Fund and to be newly appropriated and transferred out in the form of a reimbursement grant to the Miami -Dade Office of the State Attorney, 11th Judicial Circuit, to hire additional staff to help clear open criminal cases in the City's highest crimes' areas; and (2) in the amount of $85,000.00, such $85,000.00 previously authorized to return to the General Fund and to be newly appropriated and transferred out in the form of a reimbursement grant. to the Collaborative Development Corporation f/k/a Coconut Grove Collaborative, Inc., a Florida and Internal Revenue Service Code Section 501(c)(3) not- for-profit corporation, to pay for information and tourism kiosks on Grand Avenue; and City ofMiami Page I of 3 File 1&16-00693 (Version. 1) Printed 017:6110116 WHEREAS, a new contribution from fund balance in the Parks and Recreation Consolidated Account in the Special Revenue Fund to the Capital Fund is established and appropriated in the amount of $200,000.00 for the Kinloch Park Building Addition Project 40- B40457; and WHEREAS, this Resolution also clarifies and confirms the appropriation of two (2) funding sources for the Douglas Park Environmental Remediation Project from both B-40613 in the amount of $3,361,800.00 and B -40581A in the amount of $1,570,803.50 for the total not to exceed amount of $4,932,603.50, collectively as indicated in Resolution No. 16=0209, adopted April 28, 2016, and Resolution No. 15-0394, adopted September 10, 2015; and WHEREAS, the new and revised appropriations and project additions, attached and incorporated as Composite Exhibit A, constitute updates to the Plan, and select previous appropriations are being reallocated within Capital Funds for the Plan; and WHEREAS, in order to implement the Plan and the City's Fiscal Year 2015-16 Final Budget requirements authorized pursuant to Resolution No. 15-0416, adopted September 24, 2015 ("Final Budget"), as subsequently amended from time to time, including by separate Resolution No. 16-0233, adopted May 12, 2016 (collectively, the "Amended Budget"), the City Manager and certain designated City Departments continue to take necessary actions to update the City's relevant financial controls and computer systems and for grants in progress; and WHEREAS, it is now necessary in order to approve additional projects and appropriations as attached and incorporated for existing sources of revenues for Fiscal Year 2015-16 and to add to available balances in Capital Funds as set forth below: 31000 - General Government Projects 32000 - Public Safety 32100 - 2015 Vehicle Lease 33000 - Disaster Recovery 34000 - Public Facilities-CIP 35000 - Parks & Recreation 36000 - Streets & Sidewalks 37000 - Sanitary Sewers 38000 Storm Sewers 39000 - Solid Waste-CIP 39900 - Mass Transit Previous Amount Amendment Amounts Loaded Final Amount Amount in Oracle* 21,467,513.62 224,339.61 21,691,853.23 11,279,572.10 (4,895.07) 11,274,677.03 15,792.17 - 15,792.17 1,977,406.70 - 1,977,406.70 37,284,468.16 75,000.00 37,359,468,16 73,451,450.97 (2,271,395.98) 71,180,054.99 82,710,030.86 1,911,385.91 84,621,416,77 4,801,568.75 - 4,801,568.75 38,150,820,86 - 38,150,820.86 69,852.55 (19,434.47) 50,418.08 2,202,255.36 - 2,202,255.36 $ 273,410,732.10 $ (85,000.00) $ $ 273,325,732.10 *Table does not reflect all updated figures from the September 29, 2014 Capital Appropriations, NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The herein project additions and appropriations adjustments, (attached and incorporated as Composite Exhibit A) are hereby made to the Plan for implementation of municipal capital improvements of the City of Miami ("City") for the Fiscal Year ending September 30, 2016. Section 3. Certain necessary actions by the City Manager and designated City Departments in order to update the relevant financial controls and computer systems in connection with the Plan and the Budget to implement the Projects and to update for grants in progress, are ratified, approved and confirmed. Section 4. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission or upon date stated herein, whichever is later.
