The City Manager appointed a Selection Committee ("Committee") to evaluate the proposals received to response to the RFP. The Comi-rjittee reconiniendedto the City Manager that thc City negotiate with the highest ranked proposer, RCI Group, The City Manager approved the reconi'titeadation of the Committee. Subsequently, TIR)n and S-untex filed written protests pursuant to Section 18-104 of the City Code, Tl'ie Director of ISI ;AM, acting as Chief Procurement Officer 'for Real Estatc, RFPs, reviewed the, protests, submitted on behalfof Tifon and Suntex, and determIned that both of the protests should be denied, On May 24, 2016, before the City Commission considered the protests, the Virginia Key Advisory, Board issued arecom.mendation to the City Con-Li.-nission to remove the watslips from the historically- desianated basin.
