Subject: Authorizing the increase in expenditure limits for BSCO2015-01 Ammunition Bid
Purpose of Item:
The nature of this item is to seek Miami City Commission authorization for an increase to the authorized
expenditure limits for the purchase of lead free zinc ammunition, due to an increase in the number of personnel
to be qualified and trained on firearms issued to them. Allocating funds from the Department of Police, subject
to the availability of funds and budgetary approval at time of need,
Background Information:
On February 2, 2016, the City Manager approved accessing of the Bradford County Sheriff's Office Contract
number BSCO2015-01 for Ammunition, which was competitively solicited, and awarded to NPEE L.C. dba
National Police Ammunition. Due to the recent tragic events; involving active shooters which has affected the
nation, the need to train the City's sworn personnel to handle such events has arisen. Additionally, a consent
decree issued by the Department of Justice imposing additional training requirements (mandates) on the
department, requires all sworn members of the department to be qualified on all firearms issued to them.
Failure to comply with the consent decree will cause legal and financial responsibilities on the department. In
order to fulfill these initiatives, the current amount allotted ($50,000) needs to be drastically increased to
provide the ammunition required for training to be in compliance. Attached (Attachment A) please find the
memorandum issued by the Police Department with a breakdown of amounts needed.

This Red -Line memorandum is in reference to the request for ammo acquisition recently presented. Due
to recent tragic events involving active shooters that have affected the nation, the need to train the City
of Miami sworn personnel to handle such events was identified. The City of Miami Police Department
Training Unit will be announcing in addition to the ALERRT training for active shooters, a Rifle
Qualification Course, This Rifle Qualification course will require ammunition to properly train the officers
and in doing so, by having the supply requested, we will not be short both in practice and duty
ammunition.
Furthermore, the department of justice (DOJ) has just issued a consent decree imposing additional
training requirements (mandates) on the department. Such mandates require for the organization to
qualify all sworn members (1,281) with all firearms Issued to them. This clearly places an additional
burden. on resources and supplies. Failure to comply with the consent decree will cause 'Further legal

task, we need the following -

need to be prepared is an essential factor of every organization, In order :to address and ensure that the
threats that govern our freedom are kept at bay, we must make every effort to give our officers the
tools to execute their training,
