A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING AN INCREASE TO THE EXPENDITURE LIMITS OF THE
BRADFORD COUNTY SHERIFF'S OFFICE CONTRACT NO. BSCO2015-01,
ATTACHED AND INCORPORATED HEREIN BY REFERENCE, FOR THE
PURCHASE OF LEAD FREE ZINC AMMUNITION FROM NPEE L.C. D/B/A
NATIONAL POLICE AMMUNITION, FOR USE BY THE MIAMI POLICE
DEPARTMENT ("MPD"), IN AN AMOUNT NOT TO EXCEED ONE HUNDRED FIFTY
THOUSAND DOLLARS ($150,000.00) FOR THE CONTRACT PERIOD
COMMENCING OCTOBER 13, 2015 THROUGH JANUARY 1, 2017; ALLOCATING
FUNDS FROM THE MPD'S GENERAL FUND, ACCOUNT NO.
00001.191501.667000.0000.00000, SUBJECT TO THE AVAILABILITY OF FUNDS
AND BUDGETARY APPROVAL AT THE TIME OF NEED.
WHEREAS, on February 2, 2016, pursuant to Section 18-111 of the Code of the City of Miami,
Florida, as amended ("City Code"), the City Manager approved accessing Bradford County Sheriff's
Office Contract No. BSCO2015-01 ("Contract"), attached and incorporated herein by reference,
pursuant to a competitive process in compliance with the City of Miami's ("City") ordinances, policies,
and procedures; and
WHEREAS, the Contract was awarded to NPEE L.0 d/b/a National Police Ammunition, the sole
responsive and responsible bidder, for the purchase of lead free zinc ammunition; and
WHEREAS, the current Contract amount allotted to the Miami Police Department ("MPD") for the
purchase of lead free zinc ammunition is fifty thousand dollars ($50,000.00); and
WHEREAS, the MPD's Training Unit has an increased need for lead free zinc ammunition in order
to properly train officers who will participate in the Advance Law Enforcement Rapid Response
Training for active shooter scenarios, Rifle Qualification Course, and general training requirements
mandated by the Department of Justice settlement agreement entered into on March 10, 2016; and
WHEREAS, these additional training components place a strain on resources and supply of
ammunition currently available to MPD; and
WHEREAS, it is now necessary to increase the authorized expenditure limits of the Contract for
the purchase of lead free zinc ammunition up to an amount not to exceed one hundred fifty thousand
dollars ($150,000.00) for the Contract period commencing October 13, 2015 through January 1,
2017; and
WHEREAS, the additional funds will be allocated from MPD's General Fund Account No.
00001.191501.667000.0000.00000;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. An increase to the expenditure limits of the Bradford County Sheriff's Office Contract
No. BSCO2015-01, attached and incorporated herein by reference, for the purchase of lead free zinc
ammunition from NPEE L.0 d/b/a National Police Ammunition for use by the MPD, is authorized.
Section 3. Funds to be allocated from the MPD'S General Fund, Account No.
00001.191501.667000.0000.00000, in an amount not to exceed one hundred fifty thousand dollars
($150,000.00), subject to the availability of funds and budgetary approval at the time of need.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {1 }
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission or upon date stated
herein, whichever is later.
